The astounding success of agricultural research has enabled farmers to produce increasingly more—and more kinds—of food throughout the world. But with a projected 9 billion people to feed by 2050, veteran researcher Gale Buchanan fears that human confidence in this ample supply, especially in the US, has created unrealistic expectations for the future. Without a working knowledge of what types and amounts of research produced the bounty we enjoy today, we will not be prepared to support the research necessary to face the challenges ahead, including population growth, climate change, and water and energy scarcity. gricultural science policy in the United States has profoundly affected the growth and development of agriculture worldwide, not just in the A United States. Over the past 150 years, and especially over the second th half of the 20 Century, public investments in agricultural R&D in the United States grew faster than the value of agricultural production. Public spending on agricultural science grew similarly in other more-developed countries, and c- lectively these efforts, along with private spending, spurred agricultural prod- tivity growth in rich and poor nations alike. The value of this investment is seldom fully appreciated. The resulting p- ductivity improvements have released labor and other resources for alternative uses—in 1900, 29. 2 million Americans (39 percent of the population) were - rectly engaged in farming compared with just 2. 9 million (1. 1 percent) today— while making food and fiber more abundant and cheaper. The benefits are not confined to Americans. U. S. agricultural science has contributed with others to growth in agricultural productivity in many other countries as well as the Un- ed States. The world’s population more than doubled from around 3 billion in 1961 to 6. 54 billion in 2006 (U. S. Census Bureau 2009). Over the same period, production of important grain crops (including maize, wheat and rice) almost trebled, such that global per capita grain production was 18 percent higher in 2006.

The U.S. Department of Agriculture (USDA) requested that the Board on Agriculture and Natural Resources of the National Research Council (NRC) convene a panel of experts to examine whether publicly funded agricultural research has influenced the structure of U.S. agriculture and, if so, how. The Committee to Review the Role of Publicly Funded Agricultural Research on the Structure of U.S. Agriculture was asked to assess the role of public-sector agricultural research on changes in the size and numbers of farms, with particular emphasis on the evolution of very-large-scale operations.

Over the years, proposals have recommended shifting the focus of public ag. res. from applied to basic research, and giving higher priority to peer-reviewed, competitively funded grants. The public ag. res. system in the U.S. is a Fed.-State partnership, with most res. conducted at State institutions. In recent years, State funds have declined, USDA funds have remained fairly steady, but funding from other Fed. agencies and the private sector has increased. Along with shifts in funding sources, the proportion of basic res. being undertaken within the public ag. research system has declined. This report focuses on the way public ag. res. is funded in the U.S. and how changes in funding sources over the last 25 years reflect changes in the type of res. pursued.

This volume is written primarily for agricultural economists doing research on productivity. It includes discussions of the theoretical underpinnings of productivity measurement as well as the many practical considerations that go into translating this theory into actual measures of aggregated outputs and inputs. The unifying concept of agricultural productivity used across the chapters of this volume is aggregate total factor productivity (TFP) of the sector. The volume also contains detailed analysis of the underlying causes of agricultural productivity growth. For nearly a century, scientific advances have fueled progress in U.S. agriculture to enable American producers to deliver safe and abundant food domestically and provide a trade surplus in bulk and high-value agricultural commodities and foods. Today, the U.S. food and agricultural enterprise faces formidable challenges that will test its long-term sustainability, competitiveness, and resilience. On its current path, future productivity in the U.S. agricultural system is likely to come with trade-offs. The success of agriculture is tied to natural systems, and these systems are showing signs of stress, even more so with the change in climate. More than a third of the food produced is unconsumed, an unacceptable loss of food and nutrients at a time of heightened global food demand. Increased food animal production to meet greater demand will generate more greenhouse gas emissions and excess animal waste. The U.S. food supply is generally secure, but is not immune to the costly and deadly shocks of continuing outbreaks of food-borne illness or to the constant threat of pests and pathogens to crops, livestock, and poultry. U.S. farmers and producers are at the front lines and will need more tools to manage the pressures they face. Science Breakthroughs to Advance Food and Agricultural Research by 2030 identifies innovative, emerging scientific advances for making the U.S. food and agricultural system more efficient, resilient, and sustainable. This report explores the availability of relatively new scientific developments across all disciplines that could accelerate progress toward these goals.
