China's problem with terrorism has historically been considered an outgrowth of Beijing's efforts to integrate the Xinjiang Uyghur Autonomous Region into the People's Republic of China. Since the end of the Cold War, however, this internal dynamic has converged with an evolving external environment, stimulating the development of linkages between Uyghur separatism and terrorism and broader terrorist movements in Central Asia, South Asia and the Middle East. This book brings together some of the leading experts on Chinese terrorism, offering the first systematic, scholarly assessment of the country's approaches to this threat. Four areas of investigation are looked at: the scope and nature of terrorism in China and its connection with developments in other regions; the development of legislative measures to combat terrorism; the institutional evolution of China's counter-terrorism bureaucracy; and Beijing's counter-terrorism cooperation with international partners.

This book explores the development of transatlantic policy on international terrorism and assesses the situation today. It takes an interdisciplinary approach to terrorism and transatlantic relations, bringing together experts from contemporary history, political science, military strategy, psychology, law and security. Looking back to the roots of modern terrorism, from the late 70s to 9/11 and beyond, the volume evaluates how attitudes and approaches have changed over this period. It analyses potential solutions for finding a shared philosophy to counter the threat of transnational terrorism in the US and Europe, against a rapidly changing political landscape. One of Chinese president Xi Jinping's signature foreign policy programs is the Belt and Road Initiative (BRI), a web of infrastructure development plans designed to increase Eurasian economic integration. Chinese official rhetoric on the BRI focuses on its economic promise and progress, often in altruistic terms: all countries have been invited to board this "express train" to wealth and prosperity. Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.

The global implications of China's rise as a global actor In 2005, a senior official in the George W.
