Although empires have shaped the political development of virtually all the states of the modern world, "imperialism" has not figured largely in the mainstream of scholarly literature. This book seeks to account for the imperial phenomenon and to establish its importance as a subject in the study of the theory of world politics. Michael Doyle believes that empires can best be defined as relationships of effective political control imposed by some political societies--those called metropoles--on other political societies--called peripheries. To build an explanation of the birth, life, and death of empires, he starts with an overview and critique of the leading theories of imperialism. Supplementing theoretical analysis with historical description, he considers episodes from the life cycles of empires from the classical and modern world, concentrating on the nineteenth-century scramble for Africa. He describes in detail the slow entanglement of the peripheral societies on the Nile and the Niger with metropolitan power, the survival of independent Ethiopia, Bismarck's manipulation of imperial diplomacy for European ends, the race for imperial possession in the 1880s, and the rapid setting of the imperial sun. Combining a sensitivity to historical detail with a judicious search for general patterns, Empires will engage the attention of social scientists in many disciplines.

In the year after the September 11, 2001 attacks the Bush administration put together the elements of a far-reaching foreign policy doctrine based on unilateral action, pre-emptive military strikes, and prevention of the emergence of any strategic rivals to U.S. supremacy. Bush’s grand strategy was formalized in a September 17, 2002 presidential report called The National Security Strategy of the United States of America. The report argued for pre-emptive strikes against rogue states and terrorists, even if faced with international opposition, and for the maintenance of American military supremacy. Additionally the report placed the U.S. off-limits to international law, asserting that the jurisdiction of the International Criminal Court "does not extend to Americans." Underlying the Bush doctrine is the notion that the U.S. must remain the unchallenged power in world affairs. "The United States possesses unprecedented – and unequaled – strength and influence in the world," the report began. Supremacy involves maintaining forces that "will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States." Many questions are raised by the trajectory of U.S. policy under George W. Bush. What is distinctive about the Bush administration’s militarism and unilateralism? What are the political, ideological, and economic roots of the turn in U.S. foreign policy under George W. Bush? The empire became a political theater where different actors struggled, collaborated, and competed on conflicting agendas and opposing interests. This book takes a holistic look at the era, interested not simply in central reforms or in regional developments, but in their interactions. Drawing on original archival sources, Ali Yaycioglu uncovers the patterns of political action—the making and unmaking of coalitions, forms of building and losing power, and expressions of public opinion. Countering common assumptions, he shows that the Ottoman transformation in the Age of Revolutions was not a linear transition from the old order to the new, from decentralized state to centralized, from Eastern to Western institutions, or from pre-modern to modern. Rather, it was a condensed period of transformation that counted many crossing paths, as well as dead-ends, all of which offered a rich repertoire of governing possibilities to be followed, reinterpreted, or ultimately forgotten.

Historians have so far made few attempts to assess directly the costs and benefits of Britain's investment in empire. This book presents answers to some of the key questions about the economics of imperialism: how large was the flow of finance to the empire? How great were the profits on empire investment? What were the social costs of maintaining the empire? Who received the profits, and who bore the costs? The authors show that colonial finance did not dominate British capital markets; returns from empire investment were not high in comparison to earnings in the domestic and foreign sectors; there is no evidence of continued exploitative profits; and empire profits were earned at a substantial cost to the taxpayer. They depict British imperialism as a mechanism to effect an income transfer from the tax-paying middle class to the elites in which the ownership of imperial enterprise was heavily concentrated, with some slight net transfer to the colonies in the process.
