This book examines the crisis in Ukraine through the lens of “triangular diplomacy,” which focuses on the multiple interactions among the European Union, the United States and Russia. It is explicitly comparative, considering how the US and EU responded to ostensibly the same crisis. It also adopts a “360-degree” perspective, focusing on how the US and EU interacted in their dealings with Russia, and how Russia and Ukraine have responded. Chapters focus on each of the four protagonists – the EU, the US, Russia and Ukraine – and on key, cross-cutting aspects of the crisis – sanctions, international law and energy. The book thus contrasts a conventional, if exceptional, great power – the US – with a very non-traditional foreign policy actor – the EU. It would be suitable for both undergraduate and graduate courses on the EU’s external policies and engagement in world affairs, EU-US relations, EU-Russia interactions, or regional security issues.

This book provides a critical and updated analysis of the nature of the EU’s strategic partnership diplomacy, and of the partnerships themselves, in times of power shift and contestation. It links with key aspects of the EU’s Global Strategy; it brings together a strong list of experts who work within a clear framework for analysis; and it deals not only with the substance of the policy but also with the ways in which the policy as a whole has emerged, is conducted and might develop in the future. In offering an inclusive set of case studies and diverse perspectives, this book aims to advance both conceptualization and analysis of the implementation of the established EU partnerships. The book highlights the notion of strategic partnership as a foreign policy instrument to support EU external action in a context of multilevel change and crisis; its policy dimension as a gradually separated, but not separable policy within the Union’s external action; the institutional component given the emergence of SPs as a sort of self-preserving institutional platform allowing for denser and deeper cooperation in various policy areas; and the implications for the EU’s self-conception as an international actor with a global identity and role.

Ties between the United States (US) and the European Union (EU) rival those between any other pair of international actors. After all, no other regions of the world are as closely connected in economics, security and politics as Europe and the US. This comprehensive volume makes conceptual progress and empirical contributions in accounting for how EU-US relations have been impacted by a context of multiple EU crises alongside a parallel change in US policies. The authors find strong evidence to suggest that the transatlantic relationship is weakening. This is partly a consequence of the EU’s internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors’ increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. This book was originally published as a special issue of the Journal of European Integration.

Disorder erupted in Ukraine in 2014, involving the overthrow of a sitting government, the Russian annexation of the Crimean peninsula, and a violent insurrection, supported by Moscow, in the east of the country. This Adelphi book argues that the crisis has yielded a ruinous outcome, in which all the parties are worse off and international security has deteriorated. This negative-sum scenario resulted from years of zero-sum behaviour on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyse. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognise that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.

The 2021 edition of this Compilation Series of the OSCE Academy presents studies on peace and conflict as well as political regime development in various member states of the OSCE as well as their economic, security and human rights performance and the challenges countries and society face currently. The OSCE is working in promoting Human Rights and Democratization under the notion of Human Dimension of ODIHR and is enhancing securitization and development policies in Eurasia, Europe, Central Asia and North America since 1991. 2021 marks the 30th anniversary on the tremendous efforts in promoting democracy, security and development. This compilation reviews some of these efforts in light of this anniversary, the achievements and shortcomings.

This edited volume focuses on the links between the ongoing crisis in and around Ukraine, regional diversity, and the reform of decentralization. It provides in-depth insights into the historical constitution of regional diversity and the evolution of center-periphery relationships in Ukraine, the legal qualification of the conflict in Eastern Ukraine, and the role of the decentralization reform in promoting conflict resolution, as well as modernization, democratization and European integration of Ukraine. Particular emphasis lies on the securitization of both regional diversity issues and territorial self-government arrangements in terms of Russia’s support for self-proclaimed Donetsk and Luhansk People’s Republics. The volume captures the complexity of contemporary “hybrid” conflicts, involving both internal and external aspects, and the hybridization and securitization of territorial self-governance solutions. It thus provides an important contribution to the debate on territorial self-government and conflict resolution.

This book engages in a constructive, practical debate on the nature and effects of uncertainty in global politics. International contributors explore the processes associated with different forms of uncertainty in the context of environmental issues, diplomacy and international negotiations, and conflict and security. The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.
