Synopsis Security of Air Cargo During Ground Transportation (Redacted) by : Richard L. Skinner
This is a print on demand edition of a hard to find publication. This report addresses the effectiveness of the Transport. Security Admin¿s. (TSA) efforts to secure air cargo while it is handled or transported on the ground, prior to being shipped on passenger aircraft. Conclusions: Personnel were accessing, handling, or transporting air cargo without the required background checks or training. Also, 23% of drivers did not satisfy the required training and testing requirements. Automated tools to assist inspectors in analyzing results and focusing on high-risk areas in air cargo security were not adequate. As a result, air cargo is vulnerable to the intro. of explosives and other destructive items before it is loaded onto planes. The report makes six recommendations to strengthen the security of air cargo during ground transportation.

Synopsis Transportation Security: Transportation Worker Identification Credential: A Status Update by : Stephen M. Lord
U.S. transportation systems and the estimated 4,000 transportation facilities move over 30 million tons of freight and provide an estimated 1.1 billion passenger trips each day. Since 2001 the Transp. Security Admin. (TSA) has protected these systems and facilities from terrorist attack. One program TSA utilizes is the Transportation Worker Identification Credential (TWIC) program, through which a common credential is being developed for transportation workers with access to secure areas. Ultimately planned for all transportation sectors, TSA is initially focusing the TWIC program on the maritime sector. This testimony discusses: the progress made in implementing the TWIC program; and some of the remaining program challenges.
