Developing countries are urbanising rapidly, and it is estimated that within a generation more than 50 per cent of the developing world's population will live in cities. Public transport policy can contribute to reducing urban poverty both directly, by providing access and mobility for the poor, as well as by facilitating economic growth. This book sheds light on the mega-city region development in China as a new form of urbanization which plays a crucial role in the economic development of the country. Economic reform of 1978 has led to an unprecedented growth in the population and economic development of China. Cars, Automobility and Development in Asia explores the nexus between automobility and development in a pan-Asian comparative perspective. In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. This book aims to provide a good understanding of and perspective on sustainable transport in Asia by focusing on economic, environmental, and social sustainability. It is widely acknowledged that the current situation and trends in transport are not always sustainable in Asia, due in part to the fast-growing economy and the astounding speed of urbanization as well as least-mature governance. As essential research material, the book provides strong support for policy makers and planners by comprehensively covering three groups of strategies, characterized by the words “avoid” (e.g., urban form design and control of car ownership), “shift” (e.g., establishing comprehensive transportation systems and increasing public transportation systems for both intracity and intercity travel), and “improve” (e.g., redesign of paratransit system, low-emission vehicles, intelligent transportation systems, and eco-life). These are elaborated in the book alongside consideration of the uncertainty of policy effects in the future. The book is also valuable for scholars and scientists because of the diverse methodologies presented and proposed herein.
