This book examines the political economy that governs the management of international transboundary river basins in the developing world. These shared rivers are the setting for irrigation, hydropower and flood management projects as well as water transfer schemes. Often, these projects attempt to engineer the river basin with deep political, socio-economic and environmental implications. The politics of transboundary river basin management sheds light on the challenges concerning sustainable development, water allocation and utilization between sovereign states. Advancing conceptual thinking beyond simplistic analyses of river basins in conflict or cooperation, the author proposes a new analytical framework. The Transboundary Waters Interaction NexuS (TWINS) examines the coexistence of conflict and cooperation in riparian interaction. This framework highlights the importance of power relations between basin states that determine negotiation processes and institutions of water resources management. The analysis illustrates the way river basin management is framed by powerful elite decision-makers, combined with geopolitical factors and geographical imaginations. In addition, the book explains how national development strategies and water resources demands have a significant role in shaping the intensities of conflict and cooperation at the international level. The book draws on detailed case studies from the Ganges River basin in South Asia, the Orange–Senqu River basin in Southern Africa and the Mekong River basin in Southeast Asia, providing key insights on equity and power asymmetry applicable to other basins in the developing world.

China’s Hydro-politics in the Mekong explores the intricate processes of conflict and cooperation over the use of water resources in the Mekong river basin between upstream China and the downstream countries of Laos, Thailand, Cambodia, and Vietnam. The book tackles two gaps in the empirical literature: first, the neglect of international hydro-politics as one specific and increasingly important issue area of China’s foreign policy behavior, especially its neighborhood diplomacy; and second, the disregard of China’s role in Mekong River politics. In particular, this book scrutinizes the ‘spring 2010 Mekong crisis’ and the events surrounding it which led to a series of complex multi-level, security-related interactions among various state and non-state actors in the region, with China at the center. Analyzing this crisis, the book not only employs securitization theory as its theoretical framework and adds a couple of innovations to this theory, but also gives a detailed account of China’s hydro-political behavior in one specific and particularly revealing case study. Moreover, the book embeds China’s Mekong hydro-politics in the bigger picture of its (sub-)regional international affairs, as the former does not take place in a vacuum, but rather is a part of China’s overall foreign relations with its neighbors. The book acknowledges this link and provides new insights into the role of hydro-politics and its relationship vis-à-vis other issue areas of China’s foreign policy.

This book addresses two major issues in natural resource management and political ecology: the complex conflicting relationship between communities managing water on the ground and national/global policy-making institutions and elites; and how grassroots defend against encroachment, question the self-evidence of State-/market-based water governance, and confront coercive and participatory boundary policing (‘normal’ vs. ‘abnormal’). The book examines grassroots building of multi-layered water-rights territories, and State, market and expert networks’ vigorous efforts to reshape these water societies in their own image – seizing resources and/or aligning users, identities and rights systems within dominant frameworks. Distributive and cultural politics entwine. It is shown that attempts to modernize and normalize users through universalized water culture, ‘rational water use’ and de-politicized interventions deepen water security problems rather than alleviating them. However, social struggles negotiate and enforce water rights. User collectives challenge imposed water rights and identities, constructing new ones to strategically acquire water control autonomy and re-moralize their waterscapes. The author shows that battles for material control include the right to culturally define and politically organize water rights and territories. Andean illustrations from Peru, Ecuador, Bolivia and Chile, from peasant-indigenous life stories to international policy-making, highlight open and subsurface hydro-social networks. They reveal how water justice struggles are political projects against indifference, and that engaging in re-distributive policies and defying ‘truth politics,’ extends context-particular water rights definitions and governance forms.

Water has always been a crucial catalyst for human development. In Africa, competition among different sectors for this scarce resource remains a critical challenge to water managers and decision-makers. Water and Development examines a range of issues, from governance to solar distillation, from gender to water pumps, using a range of research methods, from participant observation to GIS and SPSS data analysis. Throughout, however, there is the unifying thread of developing a participatory and sustainable approach to water which recognises it as an essential public necessity. This book establishes a framework for defining transboundary water cooperation and a methodology for evaluating its effectiveness, which will contribute to more effective and therefore successful cooperation processes. With the increasing focus on transboundary cooperation as a part of the Sustainable Development Goal Framework, there is global recognition of transboundary water cooperation as a tool for improved governance and management of transboundary surface and groundwaters. However, there is not an agreed upon definition of transboundary water cooperation in the literature or in practice. This book develops the Four Frames of Transboundary Water Cooperation, which is a neutral modular framework for developing context-specific explanatory definitions of transboundary water cooperation in basins and aquifers. The Four Frames of Cooperation are legal, institutional, relational, and outcome. However, we need to move beyond defining cooperation to understand better measures of the quality and effectiveness of cooperative processes. The Weighted Model of Effective Cooperation presents a first step in qualitatively evaluating the effectiveness of transboundary water cooperation. This model defines effective transboundary water cooperation and operationalizes a method to evaluate the effectiveness of cooperative processes over internationally shared waters. Effective cooperation emphasizes the relational and outcome frames of cooperation while working towards equitability and sustainability. Together, the Four Frames of Cooperation and the Weighted Model of Effective Cooperation will improve the understanding of cooperation and encourage a detailed evaluation of the quality, success, and effectiveness of cooperative processes. This book will be of great interest to students and scholars of water resource management, water governance, and environmental politics.
