An approach that encompasses the human and natural dimensions of ecosystems is one that the Wider Caribbean Region knows it must adopt and implement, in order to ensure the sustainable use of the region's shared marine resources. This volume contributes towards that vision, bringing together the collective knowledge and experience of scholars and practitioners within the Wider Caribbean to begin the process of assembling a road map towards marine ecosystem based management (EBM) for the region. It also serves a broader purpose of providing stakeholders and policy actors in each of the world's sixty-four Large Marine Ecosystems, with a comparative example of the challenges and information needs required to implement principled ocean governance generally and marine EBM in particular, at multiple levels. Additionally, the volume serves to supplement the training of graduate level students in the marine sciences by enhancing interdisciplinary understanding of challenges in implementing marine EBM.

Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. Ecosystem-Based Management (EBM) is one of the most holistic approaches to protecting marine and coastal ecosystems as it recognizes the need to protect entire marine ecosystems instead of individual species. After decades of pollution, habitat degradation and overfishing, now climate change and ocean acidification threaten the health of the ocean in unprecedented way. The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. This Handbook examines the diverse ways in which climate change impacts Indigenous Peoples and local communities and considers their response to these changes. While there is well-established evidence that the climate of the Earth is changing, the scarcity of instrumental data oftentimes challenges scientists’ ability to detect such impacts in remote and marginalized areas of the world or in areas with scarce data. Bridging this gap, this Handbook draws on field research among Indigenous Peoples and local communities distributed across different climatic zones and relying on different livelihood activities, to analyse their reports of and responses to climate change impacts. It includes contributions from a range of authors from different nationalities, disciplinary backgrounds, and positionalities, thus reflecting the diversity of approaches in the field. The marine environment is one of our most precious yet fragile natural resources. It provides a wide range of essential goods and services, including food, regulation of climate and nutrient cycling, as well as a setting for transport, recreation and tourism. This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives.
