Synopsis Public Opinion and Democratic Accountability by : Vincent L. Hutchings
Much of public opinion research over the past several decades suggests that the American voters are woefully uninformed about politics and thus unable to fulfill their democratic obligations. Arguing that this perception is faulty, Vincent Hutchings shows that, under the right political conditions, voters are surprisingly well informed on the issues that they care about and use their knowledge to hold politicians accountable. Though Hutchings is not the first political scientist to contend that the American public is more politically engaged than it is often given credit for, previous scholarship--which has typically examined individual and environmental factors in isolation--has produced only limited evidence of an attentive electorate. Analyzing broad survey data as well as the content of numerous Senate and gubernatorial campaigns involving such issues as race, labor, abortion, and defense, Hutchings demonstrates that voters are politically engaged when politicians and the media discuss the issues that the voters perceive as important. Hutchings finds that the media--while far from ideal--do provide the populace with information regarding the responsiveness of elected representatives and that groups of voters do monitor this information when "their" issues receive attention. Thus, while the electorate may be generally uninformed about and uninterested in public policy, a complex interaction of individual motivation, group identification, and political circumstance leads citizens concerned about particular issues to obtain knowledge about their political leaders and use that information at the ballot box.

Synopsis The Democratic Dilemma by : Arthur Lupia
Voters cannot answer simple survey questions about politics. Legislators cannot recall the details of legislation. Jurors cannot comprehend legal arguments. Observations such as these are plentiful and several generations of pundits and scholars have used these observations to claim that voters, legislators, and jurors are incompetent. Are these claims correct? Do voters, jurors, and legislators who lack political information make bad decisions? In The Democratic Dilemma, Professors Arthur Lupia and Mathew McCubbins explain how citizens make decisions about complex issues. Combining insights from economics, political science, and the cognitive sciences, they seek to develop theories and experiments about learning and choice. They use these tools to identify the requirements for reasoned choice - the choice that a citizen would make if she possessed a certain (perhaps, greater) level of knowledge. The results clarify debates about voter, juror, and legislator competence and also reveal how the design of political institutions affects citizens' abilities to govern themselves effectively.

Synopsis Democratic Accountability by : Leif Lewin
In a staunch defense of the possibility for meaningful and profound democratic decision making, Lewin finds that, not only do political leaders exert enough control to be assigned responsibility, but also that the meaning of a functioning democracy requires the people to hold their leaders accountable.

Synopsis Smarter Ballots by : J.S. Maloy
This book presents a new democratic theory of election reform, using the tradition of political realism to interrogate and synthesize findings from global elections research and voting theory. In a world of democratic deficits and uncivil societies, political researchers and reformers should prioritize creating smarter ballots before smarter voters. Many democracies’ electoral systems impose a dilemma of disempowerment which traps voters between the twin dangers of vote-splitting and “lesser evil” choices, restricting individual expression while degrading systemic accountability. The application of innovative conceptual tools to comparative empirical analysis and previous experimental results reveals that ballot structure is crucial, but often overlooked, in sustaining this dilemma. Multi-mark ballot structures can resolve the dilemma of disempowerment by allowing voters to rank or grade multiple parties or candidates per contest, thereby furnishing democratic citizens with a broader array of options, finer tools of expression, and stronger powers of accountability. Innovative proposals for ranking and grading ballots in both multi-winner and single-winner contests, including referendums, are offered to provoke further experimentation and reform—a process that may help the cause of democratic elections’ relevance and survival.

Synopsis Vote Buying in Indonesia by : Burhanuddin Muhtadi
This book is open access under a CC BY 4.0 license. This book investigates the impact of vote buying on the accountability of democratic institutions and policy representation in newly democratic countries, with a focus on Indonesia. In doing so, the book presents a wide-ranging study of the dynamics of vote buying in Indonesia’s young democracy, exploring the nature, extent, determinants, targeting and effectiveness of this practice. It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers —given the relatively small number of party loyalists in Indonesia— vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage.
