This concise book on the U.S.-Japan trade friction in the 1980s and the early 1990s focuses on the points of view of the so-called "Japan bashers" to see where the controversies of their points of view rose. First published in 1998, this study of Japan-U.S. trade friction and the role perceptual differences have played in its evolution differs from its predecessors in key ways. First, it is interdisciplinary, drawing on the research of anthropologists, area specialists, intercultural communication specialists, linguists, sociologists, and social psychologists as well as that of political scientists and economists. Second, it both identifies and quantifies perceptual differences between Japanese and American opinion leaders regarding the large bilateral trade imbalances, the bilateral relationship, and national negotiating styles. Third, original data were collected from completed questionnaires sent to 230 American and 230 Japanese opinion leaders from business, government, academia, and the media, who had been involved in some way with the rice, automotive, or semiconductor sectors. Fourth, the three case studies of trade friction are representative of three differing mixes of trade friction are representative of three differing mixes of trade friction causal factors and perceptual dynamics. In this book, Edward J. Lincoln tackles the thorny issue of U.S. trade relations with Japan, the subject of so much tension in the 1990s. In so doing, he builds on his earlier Brookings book, Japan's Unequal Trade. Lincoln argues that statistical evidence shows only modest progress in diminishing Japan's "distinctiveness." Despite an upturn in the mid-1990s, import penetration, intra-industry trade, and inward foreign direct investment all remain low relative to most other nations. High profile negotiating efforts by both the Bush and Clinton administrations made progress in chipping away at protectionist barriers but fundamental problems remain. While Lincoln offers suggestions on what needs to be done by both sides, the most important lesson drawn from recent experience is that expectations should be lowered. Any feasible approach to making markets more open in Japan is likely to yield slow progress. Such realism--not to be confused with defeatism--is the only approach that has any chance of realizing gains over time.

Dollar and Yen analyzes the friction between the United States and Japan from the viewpoint of exchange rate economics. From the mid-1950s to the early 1990s, Japan grew faster than any other major industrial economy, displacing the United States in dominance of worldwide manufacturing markets. In the 1970s and 1980s, many books appeared linking the apparent decline of the United States in the world economy to unfair Japanese practices that closed the Japanese market to a wide range of foreign goods. Dollar and Yen analyzes the friction between the United States and Japan from the viewpoint of exchange rate economics. The authors argue against the prevailing view that the trade imbalance should be corrected by dollar depreciation, saying that adjustment through the exchange rate is both ineffective and costly. Stepping outside the traditional dichotomy between international trade and international finance, they link the yen's tremendous appreciation from 1971 to mid-1995 to mercantile pressure from the United States arising from trade tensions between the two countries. Although sometimes resisted by the Bank of Japan, this yen appreciation nevertheless forced unwanted deflation on the Japanese economy after 1985--resulting in two major recessions (endaka fukyos). The authors argue for relaxing commercial tensions between the two countries, and for limiting future economic downturns, by combining a commercial compact for mutual trade liberalization with a monetary accord for stabilizing the yen-dollar exchange rate.
