Naval forces have not yet received the attention they are due for their role in Operation Desert Shield. This chronological account offers a unique, and as yet, unseen level of detail regarding the Navy's contribution throughout the operation. Relying on primary sources whenever possible, this book discusses naval decisions in terms of information available to decision-makers at the time and presents the pros and cons for alternative courses of action, as argued at the time of the original decision. It details the Navy's role in planning for successful operations, its constant vigil against surprise attack, and its daily contribution to the maritime interception effort to enforce U.N. economic sanctions against Iraq. Naval forces upheld the sanctions at sea in such a way as to avoid disabling a civilian ship and provided the glue that helped create and maintain the multi-national coalition. The complexity of the situation required the naval forces to adapt their command and control to a highly centralized operation which placed unprecedented demands on the Navy's communications systems. This study provides an insider view of the various plans, even those that were not carried out, and valuable insights into the personalities of the leading officials. Sources include first-hand observations of the events at ComUSNavCent, where the author had access to nearly all events and decisions; hundreds of thousands of messages and other briefing materials; the post-war analysis done by the Center for Naval Analyses; and interviews with almost all of the key players.

Twenty years ago, the Persian Gulf War captured the attention of the world as the first test of the U.S. Army since the Vietnam War and the first large-scale armor engagement since World War II. Saddam Hussein's invasion of Kuwait and his subsequent ouster by the U.S.-led coalition are keys to understanding today's situation in the Middle East. Phillip Thompson had kept a journal for years, from the time he was in college in the 1980s at the University of Mississippi until he attended the Artillery Officers' Advanced Course, when the demands of school interrupted. His desire to keep track of the events in his life was re-ignited with the Iraqi invasion of Kuwait, his impending deployment to the Persian Gulf in August 1990, and the beginning of Operation Desert Shield. While in the Persian Gulf, Thompson kept a small green, military-issue notebook with him at all times, writing down everything he could, drawing maps, explaining his emotions, and oftentimes, venting his anger. Upon his return from Saudi Arabia in 1991, he had filled three notebooks, which evolved into this work. For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard.
