This publication is intended to provide law enforcement authorities with criminal intelligence information relative to the scope of Russian Organized Crime (ROC) in the former Soviet Union, the United States, and California. In this report, the term ROC is used to describe criminal groups whose members actually came from all of the former Soviet Union republics. It is designed to enhance the efforts of local agencies to become more knowledgeable about Russian organized crime so that they will be better prepared to counter the threat posed by these groups.
