International food aid has rightly been credited with saving millions of lives and is often the only thing that stands between vulnerable people and death. However, it was a serious obstacle in the Doha Round of multilateral trade negotiations and has been sharply criticised as a donor-driven response that creates dependency on the part of recipients and undermines local agricultural producers and traders upon whom sustainable food security depends. This issue of the 'State of Food and Agriculture' report examines the issues and controversies surrounding international food aid, particularly in crisis situations. It considers the ways in which food aid can support sustainable improvements in food security, in order to preserve its essential humanitarian role whilst minimising the possibility of harmful secondary impacts.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

Livestock contribute 40 percent of the global value of agricultural output and support the livelihoods and food security of almost a billion people. Rapidly rising incomes and urbanization, combined with underlying population growth, are driving demand for meat and other animal products in many developing countries. These changes and the speed with which they are occurring have created systemic risks for livelihoods, human and animal health and the environment. Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs. It also describes transformative policies and institutions that can overcome barriers to implementation. The State of Food and Agriculture is produced annually. One of the greatest challenges today is to end hunger and poverty while making agriculture and food systems sustainable. The challenge is daunting because of continued population growth, profound changes in food demand, and the threat of mass migration of rural youth in search of a better life. This report presents strategies that can leverage the potential of food systems to become the engine of inclusive economic development and rural prosperity in low-income countries. It analyses the structural and rural transformations now under way, and examines the opportunities and challenges they present to millions of small-scale food producers. It shows how an “agroterritorial” planning approach, focused on connecting cities and towns and their surrounding rural areas, combined with agro-industrial and infrastructure development can generate income opportunities throughout the food sector and underpin sustainable and inclusive rural transformation.

The State of Food and Agriculture 2007 explores the potential for agriculture to provide enhanced levels of environmental services alongside the production of food and fibre. The report concludes that demand for environmental services from agriculture - including climate change mitigation, improved watershed management and biodiversity preservation - will increase in the future, but better incentives to farmers are needed if agriculture is to meet this demand. As one among several other possible policy tools, payments to farmers for environmental services hold promise as a flexible approach to enhancing farmer incentives to sustain and improve the ecosystems on which we all depend. Nevertheless, challenges must be overcome if the potential of this approach is to be realized, especially in developing countries. Policy efforts at international and national levels are necessary to establish the basis for such payments. The design of cost-effective programmes requires careful analysis of the specific biophysical and socio-economic contexts and consideration of the poverty impacts programmes may have. By clarifying the challenges that need to be addressed in implementing such an approach, this report is intended to contribute to the realization of its potential. Sustainable Food and Agriculture: An Integrated Approach is the first book to look at the imminent threats to sustainable food security through a cross-sectoral lens. As the world faces food supply challenges posed by the declining growth rate of agricultural productivity, accelerated deterioration of quantity and quality of natural resources that underpin agricultural production, climate change, and hunger, poverty and malnutrition, a multi-faced understanding is key to identifying practical solutions. The need to reduce food loss and waste is firmly embedded in the 2030 Agenda for Sustainable Development. Food loss and waste reduction is considered important for improving food security and nutrition, promoting environmental sustainability and lowering production costs. However, efforts to reduce food loss and waste will only be effective if informed by a solid understanding of the problem. This report provides new estimates of the percentage of the world’s food lost from production up to the retail level. The report also finds a vast diversity in existing estimates of losses, even for the same commodities and for the same stages in the supply chain. Clearly identifying and understanding critical loss points in specific supply chains – where considerable potential exists for reducing food losses – is crucial to deciding on appropriate measures. The report provides some guiding principles for interventions based on the objectives being pursued through food loss and waste reductions, be they in improved economic efficiency, food security and nutrition, or environmental sustainability.

Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.
