In September 1951, Japan signed a peace treaty with forty-eight countries in San Francisco; in April 1952, the treaty came into effect. The San Francisco Peace Treaty is an international agreement that in significant ways shaped the post–World War II international order in the Asia-Pacific. With its associated security arrangements, it laid the foundation for the regional structure of Cold War confrontation: the "San Francisco System" fully reflected the strategic interests and policy priorities of the peace conference’s host nation, the United States. The treaty fell far short of settling outstanding issues in the wake of the Pacific War or facilitating a clean start for the "post-war" period. Rather, critical aspects of the settlement were left equivocal, and continue to have significant and worrisome implications for regional international relations. This book investigates the political context and intentions behind the trialling of Japanese war criminals in the wake of World War Two. After the Second World War in Asia, the victorious Allies placed around 5,700 Japanese on trial for war crimes. Ostensibly crafted to bring perpetrators to justice, the trials intersected in complex ways with the great issues of the day. They were meant to finish off the business of World War Two and to consolidate United States hegemony over Japan in the Pacific, but they lost impetus as Japan morphed into an ally of the West in the Cold War. Embattled colonial powers used the trials to bolster their authority against nationalist revolutionaries, but they found the principles of international humanitarian law were sharply at odds with the inequalities embodied in colonialism. Within nationalist movements, local enmities often overshadowed the reckoning with Japan. And hovering over the trials was the critical question: just what was justice for the Japanese in a world where all sides had committed atrocities?

Dynamism in Sino-Japanese relations, of which the Diaoyu/Diaoyutai Islands dispute constitutes a major part, has greatly overshadowed not only prospects of positive collaboration between China and Japan, but also regional order in East Asia. On the surface, the essence of the dispute focused on sovereignty, which entails competition for maritime resources development and strategic access to the adjacent waters as a critical transportation and military route. What lies at the crux, however, is the conflict between different sets of values, which lead and shape their interpretations of international treaties, changes of governments, and impacts of this upon these Asian states’ attitudes toward how “sovereignty” and “territory” should be understood in contemporary Asia. The Diaoyu/Diaoyutai Islands dispute has lapsed into dormancy, since intense discussions in the period from 2010 to 2012. However, the disagreement is far from being resolved. This book draws on structural issues underlying the on-going dispute, along with the concomitant, multifaceted challenges that need to be investigated. The Asia-Pacific region has been enjoying fast growing economy. As President Barack Obama’s “pivot to Asia” strategy indicates, this region is an engine for the world economic growth. However, the Asia-Pacific has also been an unstable region suffering from many sources of conflicts such as disputes on Senkaku/Diaoyu Islands, the unsettled Exclusive Economic Zone (EEZ) borders, and many others. Do we need a hegemonic power to stabilize this region? What can we do to deal with the emergence of China? How can we understand anti-Japanese feelings? This publication is the result of a three-year research project between eminent Russian and Japanese historians.
