Second-generation Russians face two major integration challenges in the Estonian cities of Tallinn and Kohtla-J©Þrve. They are segregated from an Estonian language society whose historical background lies in the policies and social processes of the former Soviet Union. And, compared to their peers, they face an emerging disparity in social and economic opportunities. Such inequality comes largely as the result of newly formed, post-independence institutions, which incite protest among young Russians. In the wake of Russia’s annexation of Crimea, this volume examines the relationship Russia has with its so-called ‘compatriots abroad’. Based on research from Belarus, Estonia, Kazakhstan, Latvia and Ukraine, the authors examine complex relationships between these individuals, their home states, and the Russian Federation. Russia stands out globally as a leading sponsor of kin-state nationalism, vociferously claiming to defend the interests of its so-called diaspora, especially the tens of millions of ethnic Russians and Russian speakers who reside in the countries that were once part of the Soviet Union. However, this volume shifts focus away from the assertive diaspora politics of the Russian state, towards the actual groups of Russian speakers in the post-Soviet space themselves. In a series of empirically grounded studies, the authors examine complex relationships between ‘Russians’, their home-states and the Russian Federation. Using evidence from Belarus, Estonia, Kazakhstan, Latvia, and Ukraine, the findings demonstrate multifaceted levels of belonging and estrangement with spaces associated with Russia and the new, independent states in which Russian speakers live. "Despite widespread scepticism in receiving societies, migrants often remain loyal to their former homeland and stay active in the politics there. "Beyond Dutch borders" is about such ties. Combining extensive fieldwork with quantitative data, this book compares how transnational political involvement among guest workers from Turkey and post-colonial migrants from Surinam living in the Netherlands has evolved over the past half-century. It looks at Turks seeking to improve their position in Dutch society, Kurds lobbying for equal rights in Turkey and Surinamese hoping to boost development in their country of origin. Sending-state governments, political parties and organisations are shown to be key shapers of transnational migrant politics both in opposition to, and support of, homeland ruling elites. Meanwhile, it becomes clear that migrants' border-crossing loyalties and engagement have not dented their political integration in the receiving societies - quite the opposite. Certainly in this respect, the sceptics have been wrong."

Joseph Rothschild Book Prize Honorable Mention Strategic Frames analyzes minority policies in Estonia and Latvia following their independence from the Soviet Union. It weighs the powerful influence of both Europe and Russia on their policy choices, and how this intersected with the costs and benefits of policy changes for the politicians in each state. Prior to EU accession, policymakers were slow to adopt minority-friendly policies for ethnic Russians despite mandates from the European Union. These initiatives faced majority opposition, and politicians sought to maintain the status quo and their positions. As Jennie L. Schulze reveals, despite the credit given to the democratizing influence of European institutions, they have rarely produced significant policy changes alone, and then only when domestic constraints were low. Whenever domestic opposition was high, Russian frames were crucial for the passage of reforms. In these cases, Russia’s activism on behalf of Russian speakers reinforced European frames, providing powerful justifications for reform. Schulze’s attention to both the strategic framing and counter framing of external actors explains the controversies, delays, and suboptimal outcomes surrounding the passage of “conditional” amendments in both cases, as well as the local political climate postaccession. Everyday Belonging in the Post-Soviet Borderlands examines the Russophone communities in peripheral cities adjacent to the Russian borders in Estonia and Kazakhstan. The research adopts a cross-disciplinary, space-sensitive approach that focuses comparatively on individual memories, narratives, and performances. Based on ethnographic examples, this book reconstructs belonging as a complex dialectical relationship between “inclusion” and “exclusion.” This relationship, it is argued, manifests itself through a continuous spiral of boundary construction, appropriation, and transgression among different versions of Estonianness and Kazakhness, Europeanness and Cosmopolitanness, as well as Russianness.
