Today, the new Indonesian capital city, Nusantara, planning is being anticipated as “representing national identity,” “a model city,” or “a gift to the world,” and many other extraordinary labels. This book examines the reality of an ongoing developmental transformation of the Nusantara beyond those labels. It approaches its assemblage of humans, their works (plans, documents, policies, and others), non-human objects (biodiversity, landscape, geography, physical infrastructure, buildings, and public spaces), processes, social relationships, social infrastructures, and others. It is organized into three themes—mimicry, friction, and resonance. The mimicry illustrates the similarities (and differences) between Nusantara and other capital cities in urban narratives, imageries, and forms. The friction studies how Nusantara moves actors who do not always agree, processes that do not always align or collaboration between diverse contradicting groups that intersect. The resonance observes how Nusantara resonates with, yet communicates its voice toward, the world. The three concepts (originated from geography, anthropology, and sociology) frame the analytics of the various contributions of local and foreign scientists from multiple disciplines. Overall, the book recommends “Otorita Ibu Kota Nusantara” (Nusantara capital city authority) on the current experimentation and implementation of the urban vision and provides a reference for social scientists to study Nusantara. And more broadly, the book offers the current socio-spatial practices of capital city-making in Asia that are valuable for the region.

Indonesia has become a majority urban society. Despite the classic images of rice fields, volcanoes and rural life we often associate with the country, now almost 60 per cent of Indonesia’s people live in cities, towns, suburbs, gated communities and other urban areas. Urbanisation has brought with it a familiar range of problems, including some of the worst traffic jams and air pollution in the world, housing scarcity, periodic flooding and dramatic land subsidence. These problems pose massive challenges to Indonesian governments as they try to provide clean water, public transport, housing, garbage disposal and other services to urban dwellers. Governing Urban Indonesia brings together scholars and practitioners with diverse backgrounds to examine how urbanisation is remaking Indonesia, and how governments are responding. It focuses on how varied political patterns are shaping urban governance, enabling some cities to pioneer improved service delivery and better public amenities for their citizens, while others stagnate. And it brings to bear multiple perspectives on how historical legacies, changing residential patterns, social inequality and myriad other factors are combining to produce a new social and political landscape across urban Indonesia.

Ever since the East Asian financial crisis it has been recognized that emerging market economies are vulnerable to both excessive inflows of capital and sudden outflows. This book presents new research on the determinants and effects of capital flows as well as the effectiveness of capital control policies in dealing with volatile capital flows in emerging Asian countries. The military is one of the few institutions that cut across the divides of Indonesian society. As it continues to play a critical part in determining Indonesia's future, the military itself is undergoing profound change. State-owned enterprises (SOEs) play significant roles in developing economies in Asia and SOE performance remains crucial for economy-wide productivity and growth. This book looks at SOEs in Azerbaijan, Indonesia, Kazakhstan, the People's Republic of China, and Viet Nam, which together present a panoramic view of SOEs in the region. It also presents insights from the Republic of Korea on the evolving role of the public sector in various stages of development. It explores corporate governance challenges and how governments could reform SOEs to make them efficient drivers of the long-term productivity-induced growth essential to Asia's transition to high-income status.

In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia — Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.
