After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational). These processes challenge our understanding of representative democracy as involving electoral democracy within clearly delineated nation-states, provoking a situation in which ‘new frontiers’ of representation develop. Consequently, it becomes increasingly difficult to provide normative standards as well as accurate assessments of democratic representation in the EU. This volume addresses these core challenges of representative democracy in the EU from normative, theoretical and methodological perspectives. This book was published as a special issue of the Journal of European Public Policy.

This book offers a comprehensive overview of the role of parliamentary administrations in the control of European Union policy-making. It questions whether the decision to give parliaments greater powers in the aftermath of the Lisbon Treaty had only the intended effect of political debate on European policies, or whether it has also resulted in the bureaucratisation of parliaments. The authors argue that the challenges of information-management faced by parliaments lead them to delegate an extensive set of tasks to their administrations. They offer a broad empirical picture, analysing the challenges faced by national parliaments and the role and response of their administrations in the case of the European Parliament, national parliaments and regional parliaments. In addition, the book studies the interaction between different administrations and their contribution to interparliamentary cooperation. It presents a new and different perspective on the challenges and dynamics of multi-level parliamentarism.

Representative politics is in crisis. Trust in politicians is at an all-time low. Fewer people are voting or joining political parties, and our interest in parliamentary politics is declining fast. Even oppositional and radical parties that should be benefitting from public disenchantment with politics are suffering. But different forms of political activity are emerging to replace representative politics: instant politics, direct action, insurgent politics. We are leaving behind traditional representation, and moving towards a politics without representatives. In this provocative new book, Simon Tormey explores the changes that are underway, drawing on a rich range of examples from the Arab Spring to the Indignados uprising in Spain, street protests in Brazil and Turkey to the emergence of new initiatives such as Anonymous and Occupy. Tormey argues that the easy assumptions that informed our thinking about the nature and role of parties, and ‘party based democracy’ have to be rethought. Uniting theory and application, the third edition of Representative Government in Modern Europe continues the tradition of previous editions by first examining the themes, debates, developments and structures driving European politics, and then investigating the way in which the theories behind them are manifested, comparing the historical development, distinct interpretations and present condition of several major European governments. A thematically arranged text which introduces readers to current debates among those who analyze European politics, the 3rd edition of Representation Government in Modern Europe delves into the evolution of European politics as we embark on the 21st century. Since the last edition, astonishing changes have occurred on the political scene in Europe. Democratic transformations have taken place throughout the East, along with the emergence of a strong European Union. These two topics, as well as the state of economics in the region, have dominated the previous decade in Europe and are discussed throughout the 3rd edition.

The European Union is grappling with a democracy problem. The succession of crises which have plagued the increasingly executive EU for years, has led to a rising cacophony of voices calling for fundamental change to the integration project. Yet despite the seismic shock of the Brexit referendum and the electoral upsets by nativist parties across the continent, few of the plans for EU reform include concrete proposals to reduce the age-old democratic deficit. This book is concerned with the two-pronged question of how the relationship between citizens, the state and EU institutions has changed, and how direct democratic participation can be improved in a multi-layered Union. As such, this edited volume focuses not on populism per se, nor does it deeply engage with policy and output legitimacy. Rather, the research is concerned with process and polity. Building on the notion of increasing social, economic and political interdependence across borders, this volume asks how a sense of solidarity and European identity can be rescued from the bottom up by politically empowering citizens to ‘take back control’ of their EU.

This open access book provides an in-depth look into the background of rule of law problems and the open defiance of EU law in East Central European countries. Current illiberal trends and anti-EU politics have the potential to undermine mutual trust between member states and fundamentally change the EU. It is therefore crucial to understand their domestic causes, context conditions, specific processes and consequences. This volume contributes to empirically informed theory-building and includes contributions from researchers from various disciplines and multiple perspectives on illiberal trends and anti-EU politics in the region. The qualitative case studies, comparative works and quantitative analyses provide a comprehensive picture of current societal, political and institutional developments in the Czech Republic, Hungary, Poland and Slovakia. Through studying similarities and differences between East Central European and other EU countries, the chapters also explore whether there are regional patterns of democracy- and EU-related problems.

The Future of Representative Democracy poses important questions about representation, representative democracy and their future. Inspired by the last major investigation of the subject by Hanna Pitkin over four decades ago, this ambitious volume fills a major gap in the literature by examining the future of representative forms of democracy in terms of present-day trends and past theories of representative democracy. Aware of the pressing need for clarifying key concepts and institutional trends, the volume aims to break down barriers among disciplines and to establish an interdisciplinary dialogue among scholars. The thesis of this original and provocative book is that representative government should be understood as a combination of democratic and undemocratic, aristocratic elements. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. The argument is developed by examining the historical moments when the present institutional arrangements were chosen from among the then available alternatives. Professor Manin reminds us that while today representative institutions and democracy appear as virtually indistinguishable, when representative government was first established in Europe and America, it was designed in opposition to democracy proper. Drawing on the procedures used in earlier republican systems, from classical Athens to Renaissance Florence, in order to highlight the alternatives that were forsaken, Manin brings to the fore the generally overlooked results of representative mechanisms. These include the elitist aspect of elections and the non-binding character of campaign promises.
