This volume shows that, in the post-crisis period, global turmoil has moved to the regional level. The clash between spheres of influence and the world order is being reproduced over and over again. On almost each meridian, in almost every important region of the world, one can see an ever harder-to-contain discontent, mainly associated with the succeeding conflicts, with ever more frequent and serious tensions. The world seems to be vibrating, and “geopolitical indiscipline” is the typical feature of the new world order. It is as if no one were pleased with the current situation and everyone wanted to start a “new game of geopolitical chess”.

The constant threat of crises such as disasters, riots and terrorist attacks poses a frightening challenge to Western societies and governments. While the causes and dynamics of these events have been widely studied, we know little about what happens following their containment and the restoration of stability. This volume explores 'post-crisis politics,' examining how crises give birth to longer term dynamic processes of accountability and learning which are characterised by official investigations, blame games, political manoeuvring, media scrutiny and crisis exploitation. Drawing from a wide range of contemporary crises, including Hurricane Katrina, 9/11, the Madrid train bombings, the Walkerton water contamination, Space Shuttles Challenger and Columbia and the Boxing Day Asian tsunami, this is a ground-breaking volume which addresses the longer term impact of crisis-induced politics. Competing pressures for stability and change mean that policies, institutions and leaders may occasionally be uprooted, but often survive largely intact.

In Post-Democracy (Polity, 2004) Colin Crouch argued that behind the façade of strong institutions, democracy in many advanced societies was being hollowed out, its big events becoming empty rituals as power passed increasingly to circles of wealthy business elites and an ever-more isolated political class. Crouch’s provocative argument has in many ways been vindicated by recent events, but these have also highlighted some weaknesses of the original thesis and shown that the situation today is even worse. The global financial deregulation that was the jewel in the crown of wealthy elite lobbying brought us the financial crisis and helped stimulate xenophobic movements which no longer accept the priority of institutions that safeguard democracy, like the rule of law. The rise of social media has enabled a handful of very rich individuals and institutions to target vast numbers of messages at citizens, giving a false impression of debate that is really stage-managed from a small number of concealed sources. Crouch evaluates the implications of these and other developments for his original thesis, arguing that while much of his thesis remains sound, he had under-estimated the value of institutions which are vital to the support of a democratic order. He also confronts the challenge of populists who seem to echo the complaints of Post-Democracy but whose pessimistic nostalgia brings an anti-democratic brew of hatred, exclusion and violence.

Crises have been studied in many disciplines and from diverse perspectives for at least 150 years. Yet recent decades have seen a marked increase in the crisis literature, reflecting growing awareness of crisis phenomena from the 1970s onwards. Responding to this mainstream literature, this edited collection makes six key innovations. First, it distinguishes between crises as event and crises as process, as well as crises as accidental events or as the result of system-generated processes. Second, it distinguishes crises that can be managed through established crisis-management routines from crises of crisis management.
