The Political Economy of Government Auditing addresses the elusive quest for greater transparency and accountability in the management of public finances in emerging economies; and, more specifically, it examines the contribution of autonomous audit agencies (AAAs) to the fight against corruption and waste. Whilst the role of audit agencies in curbing corruption is increasingly acknowledged, there exists little comparative work on their institutional effectiveness. Addressing the performance of AAAs in emerging economies, Carlos Santiso pursues a political economy perspective that addresses the context in which audit agencies are embedded, and the governance factors that make them work or fail. Here, the cases of Argentina, Brazil and Chile are examined, as they illustrate the three – parliamentary, court and independent – models of AAAs in modern states, and their three distinct trajectories of reform, or lack of reform. Beyond Latin America, considerations on the reform of government auditing in other countries, developed and developing are also taken up as, it is argued, while institutional arrangements for government auditing matter, political factors ultimately determine the effectiveness of AAAs. Reforming AAAs, it is concluded, must consider the trajectory of state building, the role of law in public administration and the quality of governance. This paper develops a model of the breakup or unification of nations. In each nation the decision to separate is taken by majority voting. A basic trade-off between the efficiency gains of unification and the costs in terms of loss of control on political decisions is highlighted. The model emphasizes political conflicts over redistribution policies. The main results of the paper are i) when income distributions vary across regions and the efficiency gains from unification are small, separation occurs in equilibrium; and ii) when all factors of production are perfectly mobile, all incentives for separation disappear.

Why is there a disparity in the levels of technical and institutional capacity of national statistical offices (NSOs) in the Latin American and Caribbean region? There is a consensus about the importance of having up-to-date and quality official statistics. The data from censuses, household surveys, and administrative records are an essential input for decision-making, and for the design, implementation, and evaluation of public policies in a country. However, this recognition of the value of statistics does not necessarily translate into greater support for the institutions responsible for their production. To understand the disparity in the capacity of NSOs, the publication provides an innovative approach: it uses the theoretical framework of the study of State capacity, and it develops a methodological framework to compare the political economy factors that influence statistical capacity, through case studies in ten countries of the region: Argentina, Bolivia, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, and Peru. Additionally, the publication offers a series of recommendations to strengthen the capacity of NSOs in the region, which include the implementation of institutional reforms to modernize the legal frameworks that govern NSOs in order to grant them more autonomy and allow them to assume a coordinating role of the national statistical system; the greater use of administrative records; the promotion of a dialogue between the NSOs and the community of data users; the establishment of links with non-governmental and international actors; and adherence to international standards and best practices for the production and dissemination of official statistics.
