What makes people identify with Europe? To answer this question, this book analyzes the development and determinants of a common European identity among EU citizens from the Maastricht Treaty in 1992 to the recent financial and economic crisis. The author examines citizens’ identification with Europe for all EU member states, and systematically explores the theoretical and empirical implications of two turning points in the recent history of EU integration, namely the EU’s enlargement to Central and Eastern Europe in 2004/2007 and the financial and economic crisis that started in 2008. The book integrates theoretical approaches to European identity in sociology, social-psychology and EU public opinion research in a comprehensive model for explaining individual identification with Europe. The empirical analysis employs a multilevel framework to systematically assess the influence of individual characteristics and the political, economic, and social context on citizens’ feelings of identity. The long analysis period spanning from 1992 to the present allows inferences to be drawn about the long-term developments in the sources of European identification as well as the immediate impact of EU enlargement and the crisis on the determinants of European identification.

Integration is the most significant European historical development in the past fifty years, eclipsing in importance even the collapse of the USSR. Yet, until now, no satisfactory explanation is to be found in any single book as to why integration is significant, how it originated, how it has changed Europe, and where it is headed. Professor Gillingham s work corrects the inadequacies of the existing literature by cutting through the genuine confusion that surrounds the activities of the European Union, and by looking at his subject from a truly historical perspective. Is the European Union still a viable project? The last few years have been difficult both economically and politically, while its integrative function and legitimacy have been seriously tested. For many social, economic and geo-political reasons, its expansionary moment has stopped abruptly. On the contrary, the Greek economic crisis and the Brexit referendum have raised the spectre of fragmentation and political disintegration. The promise of the EU as a possible model for legitimate governance beyond the nation state lies somewhat in tatters. Even if the EU may indeed survive most of its current crises, is the project of a EU as a normative project beyond rescue? Ever since Maastricht, the democratic legitimacy of the EU has been a key concern of policy makers, citizens and academics alike. This issue is essentially a normative one, and over the same period our work in this area has been at the forefront in exploring what has come to be known (following an early working paper we wrote with this title in 2000) 'the normative turn in EU studies'. The debate on the democratic form and legitimacy of the EU is one that has gone on for some time and to which we, together with other scholars, have tried to contribute in the course of the last twenty years or so. Collecting articles written over the course of this period is not just meant as the testimony of an intellectual journey, but also a way of tracing such a journey in retrospect and mapping the important moments of the intellectual and scholarly debates that have contributed to shaping both our understanding and our expectations of the EU's possible futures.

The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. The creation of the European Union arguably ranks among the most extraordinary achievements in modern world politics. Observers disagree, however, about the reasons why European governments have chosen to co- ordinate core economic policies and surrender sovereign perogatives. This text analyzes the history of the region's movement toward economic and political union. Do these unifying steps demonstrate the pre-eminence of national security concerns, the power of federalist ideals, the skill of political entrepreneurs like Jean Monnet and Jacques Delors, or the triumph of technocratic planning? Moravcsik rejects such views. Economic interdependence has been, he maintains, the primary force compelling these democracies to move in this surprising direction. Politicians rationally pursued national economic advantage through the exploitation of asymmetrical interdependence and the manipulation of institutional commitments.

We explore the impact of the Maastricht treaty on fiscal and macroeconomic outcomes in the EU with the difference-in-difference methodology. Our dataset covers 23 OECD countries over the 1975-2006 period. EU 15 countries are classified as the treatment and eight non-EU OECD countries as the control group. The results indicate that the provisions in the Maastricht treaty have been either irrelevant or even harmful for fiscal and macroeconomic developments in the EU. Evidence for a detrimental impact of the Maastricht criteria is particularly strong for the period after the start of the third stage of EMU.

Weighing in on the euro-austerity debate, this book uses case studies from three countries to evaluate the distinctive politics of fiscal policy and welfare state reform during a key period in Europe.
