This book looks at the changes that have taken place in the wake of the COVID-19 pandemic, following the lockdown of societies and imposition of border controls in an attempt to limit the spread of the virus. Using empirical evidence from Portugal, a geopolitically important point of intersection within Europe and between Global South and Global North, the book examines consequences of the apparent end of mobility expansionism, developing a refreshing theoretical concept of ‘immobility turn.’ Focusing on the tourist industry, universities hosting international students and migration agencies, the book offers invaluable insights about how the pandemic affected institutions and individuals’ lives, informing policy-making processes on a global level.

The Covid-19 pandemic has thrown into relief some key issues in contemporary youth transitions to adulthood in Europe, presented in this book In early 2020, the Covid-19 pandemic struck Europe with a vengeance. All sections of the population were rapidly affected by the efforts made to limit the deadly impact of the coronavirus: lockdowns and other restrictions on personal movement, the closure of public spaces and limits to association. Young people were perhaps the least at risk in terms of illness and mortality. In other respects, they were disproportionately affected, on account of the closure of educational institutions, the collapse of recruitment to the labour market and the range of challenges surrounding the places and spaces where they lived, whether “at home” or elsewhere. Covid-19 regulations lasted for well over two years and their consequences linger on or persist. The experience of the pandemic affected young people in many ways. This book provides a range of accounts of those experiences, among different sectors of the youth population, in different parts of Europe and among those who sought to provide young people with support. It draws perspectives from pre-existing research projects that were sustained through the pandemic, spontaneous research inquiries and reflective case studies from practitioners in the field. This volume of the Youth Knowledge Book series presents a contemporaneous account of the impact of the Covid-19 pandemic period on young people. It broadly confirms the resulting exacerbation of the inequalities affecting young people in different and cross-sectional ways, as their lives and aspirations were disrupted and put on hold. But it is by no means completely bad news. Young people also displayed creativity, resilience and sometimes resistance during the pandemic, as did some professionals responsible for supporting them. From this diversity of understanding about responses to one crisis, there are important lessons and ideas for youth policy and how it may respond better to similar crises in the future.

Employing the intellectual migration analytical framework, this book examines the dynamics of student and professional migration. Intellectual migration encompasses a spectrum where higher education students and professionals at various life stages move to pursue intellectual credentials that can promote career development. Besides exploring the link between internal and international migration, chapters in this book investigate how key notions of the intellectual migration framework — intellectual capital, intellectual nodes, intellectual gateways, and intellectual peripheries — affect the spatial and social mobilities of migrants. They address issues like the (un)certainty of partaking intellectual migration, the agency-structure dynamics behind migration decisions, and the value of intellectual capital in the migration process. For illustrative purposes, the empirical work selected for this book primarily, but not exclusively, focuses on movements between China and North America. The applicability and value of the intellectual migration framework, with its bi- and multi-regional appeal, is not restricted to these two regions. This book responds to growing calls to conceptualise and analyse internal migration as a trajectory that unfolds over the life course of individuals rather than a series of discrete events. It combines macro and micro modes of analysis into a cohort framework to explore how individuals transition from one migration to the next. The book presents new methodological developments in longitudinal analysis and applies them to internal migration in 27 European countries. It demonstrates that the traditional dichotomy between migrants and non-migrants conceals a wide range of migration behaviour and heterogeneity among repeat migrants. It also reveals a continuity of migration behaviour: being exposed to the challenges and benefits of migration early in life predisposes individuals toward migration in adulthood. By adopting a cohort approach to migration coupled with state-of-the-art methods and novel concepts, this book provides new insights into internal migration for graduate students, academics and policymakers interested in understanding migration behaviour in Europe and beyond.
