Originally published in 1984, Contradictions of the Welfare State is the first collection of Claus Offe’s essays to appear in a single volume in English. The political writings in this volume are primarily concerned with the origins of the present difficulties of welfare capitalist states, and he indicates why in the present period, these states are no longer capable of fully managing the socio-political problems and conflicts generated by late capitalist societies. Offe discusses the viability of New Right, corporatist and democratic socialist proposals for restructuring the welfare state. He also offers fresh and penetrating insights into a range of other subjects, including social movements, political parties, law, social policy, and labour markets.

The papers in this book have been collected in celebration of Carl Wellman, who, after forty-five years, is retiring from teaching. Here I would like to highlight a few of the moments which have shaped Carl as a person and a philosopher. Although his childhood was not unhappy, Carl faced considerable challenges growing up in Manchester, New Hampshire. He ne ver knew his father; he and his mother, Carolyn, had little money; and he fought a long battle with Stevens-Johnson Syndrome, an illness which made hirn more familiar with hospitals than any young person should be. (His mother once told me that there were times when the doctors put Carl in his own hospital room because, while he was too young to be housed with adult men, they did not want the other children to see hirn die. ) Following a year of physician-prescribed rest after high school, the doctors recommended the University of Arizona in the misguided hope that the desert climate might improve his health. In spite of the doctors' hopes, life in Tucson was not easy. The heat takes its toll on everyone, but the desert was especially oppressive for Carl since his unusually sensitive eyes were no match for the intense sun. Still, Carl enjoyed college.

W.D. Ross (1877-1971) was the most important opponent of utilitarianism and consequentialism in British moral philosophy between 1861 and 1939. In Rossian Ethics, David Phillips offers the first monograph devoted exclusively to Ross's seminal contribution to moral philosophy. The book has two connected aims. The first is to interpret and evaluate Ross's moral theory, focusing on its three key elements: his introduction of the concept of prima facie duty, his limited pluralism about the right, and his limited pluralism about the good. The metaethical and epistemological framework within which Ross develops his moral theory is the subject of the fifth and final chapter of the book. The second aim is to articulate a distinctive view intermediate between consequentialism and absolutist deontology, which Phillips calls "classical deontology." According to classical deontology the most fundamental normative principles are principles of prima facie duty, principles which specify general kinds of reasons. Consequentialists are right to think that reasons always derive from goods; ideal utilitarians are right, contra hedonistic utilitarians, to think that there are a small number of distinct kinds of intrinsic goods. But consequentialists are wrong to think that all reasons have the same weight for all agents. Instead there are a small number of distinct kinds of agent-relative intensifiers: features that increase the importance of certain goods for certain agents. Phillips claims that classical deontology combines the best elements of the moral theories of Ross and of Sidgwick, ultimately arguing that Ross is best interpreted as a classical deontologist.
