Abstract: Research and innovation are the primary corner stones in efforts to strengthen economic competitiveness in an ever more globalised economy. This study states that the small Nordic nations face fierce challenges within research and innovation, and recommends that Nordic research cooperation be strengthened. The study points out that NORIA (Nordic Research and Innovation Area) could be strengthened at little cost by selective mutual opening of national R & D programs. Finally it is analysed what could happen to Nordic states' interests under a number of different circumstances, specifically a strong/weak ERA (European Research Area) in combination with a strong/weak NORIA. The study concludes that a strong implementation of NORIA would in all cases produce the best position for Nordic actors. The study is compiled for the Nordic Council of Ministers by Technopolis, which has been aided by a reference group with representatives from the Nordic Research Board (NordForsk), Nordic Innovation Centre, Nordic Energy Research and the Nordic Council of Ministers. This study is part of a series of four studies, bearing the common title "The Nordic Region as a Winner in the Global Innovation Economy", singling out policy areas, which are relevant for the Nordic countries in the light of globalisation and increased pressures on national economic competitiveness

This book investigates the multifaceted nature of change in today’s Nordic Arctic and the necessary research and policy development required to address the challenges and opportunities currently faced by this region. It focuses its attention on the recent efforts of the Nordic community to create specialized Centers of Excellence in Arctic Research in order to facilitate this process of scientific inquiry and policy articulation. The volume seeks to describe both the steps that lead to this decision and the manner in which this undertaking as evolved. The work highlights the research efforts of the four Centers and their investigations of a variety of issues including those related to ecosystem and wildlife management, the revitalization resource dependent communities, the emergence of new climate-born diseases and the development of adequate modeling techniques to assist northern communities in their efforts at adaptation and resilience building. Major discoveries and insights arising from these and other efforts are detailed and possible policy implications considered. This volume approaches the history of water in the Iberian Peninsula in a novel way, by linking it to the ongoing international debate on water crisis and solutions to overcome the lack of water in the Mediterranean. What impact did hydraulic theoretical knowledge have on these water systems, and how could these systems impact on hydraulic technology? Guided by these questions, this book covers the history of water in the most significant cities, the role of water in landscape transformation, the irrigation systems and water devices in gardens and villas, and, lastly, the theoretical and educational background on water management and hydraulics in the Iberian Peninsula between the sixteenth and the nineteenth centuries. Historiography on water management in the territory that is today Spain has highlighted the region’s role as a mediator between the Islamic masters of water and the Christian world. The history of water in Portugal is less known, and it has been taken for granted that is similar to its neighbour. This book compares two countries that have the same historical roots and, therefore, many similar stories, but at the same time, offers insights into particular aspects of each country. In a troubled world where millions die at the hands of their own governments and societies, some states risk their citizens' lives, considerable portions of their national budgets, and repercussions from opposing states to protect helpless foreigners. Dozens of Canadian peacekeepers have died in Afghanistan defending humanitarian reconstruction in a shattered faraway land with no ties to their own. Each year, Sweden contributes over $3 billion to aid the world's poorest citizens and struggling democracies, asking nothing in return. And, a generation ago, Costa Rica defied U.S. power to broker a peace accord that ended civil wars in three neighboring countries--and has now joined with principled peers like South Africa to support the United Nations' International Criminal Court, despite U.S. pressure and aid cuts. Hundreds of thousands of refugees are alive today because they have been sheltered by one of these nations. Global Good Samaritans looks at the reasons why and how some states promote human rights internationally, arguing that humanitarian internationalism is more than episodic altruism--it is a pattern of persistent principled politics. Human rights as a principled foreign policy defies the realist prediction of untrammeled pursuit of national interest, and suggests the utility of constructivist approaches that investigate the role of ideas, identities, and influences on state action. Brysk shows how a diverse set of democratic middle powers, inspired by visionary leaders and strong civil societies, came to see the linkage between their long-term interest and the common good. She concludes that state promotion of global human rights may be an option for many more members of the international community and that the international human rights regime can be strengthened at the interstate level, alongside social movement campaigns and the struggle for the democratization of global governance.
