The East African Community (EAC) has been among the fastest growing regions in sub-Saharan Africa in the past decade or so. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

The trade and investment policy analysis of constraints and opportunities aims to improve trade and competitiveness and covers macro- (economy-wide), meso- (sectoral) and micro- (firm or household) levels. This multi-level approach is crucial for understanding how current trade and investment policies limit competitiveness and diversification in order to identify more tangible policy action for overcoming such constraints. The individual chapters were developed as part of a research and capacity building programme under the aegis of ACP and EU that we implemented in 2020-2022. The research project well fits into the Frontiers in African Business Research series as we have many African contributors. The contributions matter to policymakers and academic circles. For students, the book serves as an excellent guide for understanding international trade and investment theories and gaining up-to-date knowledge on developments in the world economy and their effects on developing countries and SDGs. Women, despite constituting over 60 percent of the East African Community (EAC) population are still marginalized especially in the sectors of investment . Generally, the current attitudes and approaches in the economic development process and specifically, the existing investment related policies, laws and agreements have served to marginalize women and undermine the agenda of gender equity within the EAC region. While measures have been taken by Partner States to address the imbalances meted out on the female gender throughout human history. Hence, more work still needs to be done on enhancing more gender responsive investment policies and laws in order to fundamentally contribute towards the socio-economic transformation of the region. Foreign Direct Investment (FDI) inflows into the East African region have been increasing cumulatively over the past years, majorly from the land-based investments as a result of the existing fertile soils, the discovery of viable reserves of mineral resources. This paper focuses on the impact of the land based investments on women in East Africa and calls for the mainstreaming of gender responsible investment policies in the Region.

African regional trade integration has grown exponentially in the last decade. This book is the first comprehensive analysis of the legal framework within which it is being pursued. It will fill a huge knowledge gap and serve as an invaluable teaching and research tool for policy makers in the public and private sectors, teachers, researchers and students of African trade and beyond. The author argues that African Regional Trade Agreements (RTAs) are best understood as flexible legal regimes particularly given their commitment to variable geometry and multiple memberships. He analyzes the progress made toward trade liberalization in each region, how the RTAs are financed, their trade remedy and judicial regimes, and how well they measure up to Article XXIV of GATT. The book also covers monetary unions as well as intra-African regional integration, and examines free trade agreements with non-African regions including the Economic Partnership Agreements with the European Union.

This book brings together African and European experts from a variety of disciplines to examine the origins and current state of the East African Community (EAC). Over the course of the book, the authors analyse the rich tapestry of intraregional relations in East Africa, the EAC’s similarities with the European Union and the future challenges faced by the organisation. Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe’s history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. Covering key dimensions such as integration, co-operation, development, trade and investments, this book highlights the intricate and complex relationships between East African states, and it will be of interest to researchers working on economic development, international relations, peace and security and African studies.
