The present study is the first ever attempted to enquire into the dynamics of land reforms administration in West Bengal during the Left Front regime. The quantitative data for the study have been collected by the field investigators. The study provides an estimable account of the restricting and re-orientation of the former bureaucratic apparatus to meet the tasks of operation Barga and land reforms. The baring of mass politicisation on bureaucratic machinery and also the interaction between popular consciousness and executive power have been analysed. The enquiry makes a good effort to appreciate the levels and patterns of perception of the toiling masses (bargadards and patta holders) vis-a-vis the land reforms programmes. Owning Land, Being Women enquires into the processes that establish inheritance as a unique form of property relation in law and society. It focuses on India, examining the legislative processes that led to the 2005 amendment of the Hindu Succession Act 1956, along with several interconnected welfare policies. Scholars have understood these Acts as a response to growing concerns about women’s property rights in developing countries. In re-reading these Acts and exploring the wider nexus of Indian society in which the legislation was drafted, this study considers how questions of family structure and property rights contribute to the creation of legal subjects and demonstrates the significance of the politico-economic context of rights formulation. On the basis of an ethnography of a village in West Bengal, this book brings the moral axis of inheritance into sharp focus, elucidating the interwoven dynamics of bequest, distribution of family wealth and reciprocity of care work that are integral to the logic of inheritance. It explains why inheritance rights based on the notion of individual property rights are inadequate to account for practices of inheritance. Mondal shows that inheritance includes normative structures of affective attachment and expectations, i.e., evaluatively-charged imaginaries of the future that coordinate present practices. These insights pose questions of the dominant resource-based conceptualisation of inherited property in the debate on women’s empowerment. In doing so, this work opens up a line of investigation that brings feminist rights discourse into conversation with ethics, enriching the liberal theory of gender justice.

This book analyses the character of British rule in nineteenth-century India, by focusing on the underlying ideas and the practical repercussions of agrarian policy. It argues that the great rent law debate and the Bengal Tenancy Act of 1885 helped constitute a revolution in the effective aims of government and in the colonial ability to interfere in India, but that they did so alongside a continuing weakness of understanding and in effective local control. In particular, the book considers the importance of notions of historical rights and economic progress to the false categorisations made of agrarian structure. It shows that the Tenancy Act helped to widen social disparities in rural Bihar, and to create political interests on the land.

What happens when a distant colonial power tries to tame an unfamiliar terrain in the world's largest tidal delta? This history of dramatic ecological changes in the Bengal Delta from 1760 to 1920 involves land, water and humans, tracing the stories and struggles that link them together. Pushing beyond narratives of environmental decline, Bhattacharyya argues that 'property-thinking', a governing tool critical in making land and water discrete categories of bureaucratic and legal management, was at the heart of colonial urbanization and the technologies behind the draining of Calcutta. The story of ecological change is narrated alongside emergent practices of land speculation and transformation in colonial law. Bhattacharyya demonstrates how this history continues to shape our built environments with devastating consequences, as shown in the Bay of Bengal's receding coastline.

Over the past decade India has witnessed a number of land wars that have centred crucially on the often forcible transfer of land from small farmers or indigenous groups to private companies. Among these, the land war that erupted in Singur, West Bengal, in 2006, went on to make national headlines and become paradigmatic of many of the challenges and social conflicts that arise when a state-led policy of swiftly transferring land to private sector companies encounters resistance on the ground.
