This book purports to examine the international dimensions of the democratization process in Egypt in the post Cold War era; a theme which acquired significance at the academic and policy-oriented levels in light of the growing internationalization of reform arrangements in the Arab world in post 9/11, and the greater involvement of external powers in Arab politics following the Arab Spring uprisings. During the second half of the twentieth century, the mainstream scholarship presented the democratization process as the outcome of domestic conditions not significantly influenced by actors outside the nation-state. With the end of the Cold War, this perspective was challenged as a result of the third wave of democratization, and the subsequent growth of the "good governance" discourse on the agenda of the international development establishment. The new perspective attached a more significant role to external factors in the democratization process than was originally conceptualized.

Democratization is the first textbook to focus on the "global wave of democratization" that has been occurring since around 1970. This book adds to debates over the international dimensions of democratic change by studying the policies and actions of three sets of Western actors: namely, governments, multinational companies, and international NGOs. This actor-based triangular approach responds to observations that the strategic, economic, and social aspects of international democracy have rarely been studied in a combined, holistic fashion. During the 1990s, Western governments, multinational companies, and civil society organizations all came to engage more notably in debates over democratic trends. But were they genuine when they professed a concern with democracy in developing countries? Which of these dynamics - governmental, commercial, or social - was the most influential in propelling efforts to encourage democratization and which helped explain the limits of democracy's international reach? Did political, economic, and social actors form a broad network of international democratic momentum, or did their respective perspectives increasingly diverge? Democratization is a major political phenomenon of the age and has been the focus of a burgeoning political science literature. This book considers democratization across a range of disciplines, from anthropology and economics, to sociology, law and area studies. The construction of democratization as a unit of study reflects the intellectual standpoint of the inquirer. The book highlights the use of normative argument to legitimize the exercise of power. From the 1950s to the 1980s, economic success enabled the authoritarian governments of South Korea and Taiwan to achieve a large measure of popular support despite the absence of democracy. The book outlines what a feminist framework might be and analyses feminist engagements with the theory and practice of democratization. It also shows how historians have contributed to the understanding of the processes of democratization. International Political Economy (IPE) has always had the potential to cut across the levels-of-analysis distinction. A legal perspective on democratization is presented by focusing on a tightly linked set of issues straddling the border between political and judicial power as they have arisen. Classic and contemporary sociological approaches to understanding democracy and democratization are highlighted, with particular attention being accorded to the post-1989 period. The book displays particularities within a common concern for institutional structures and their performance, ranging over the representation of women, electoral systems and constitutions (in Africa) and presidentialism (in Latin America). Both Europe and North America present in their different ways a kind of bridge between domestic and international dimensions of democratization.
