The European Council, held on 28/29 June 1985 in Milan, welcomed the European Commission White Paper aiming at the creation of a single market in the Community by no later than 1992. All member countries, despite political controversies in Milan, supported the economic developments explained by Vice-President Lord Cockfield, the author of the White Paper. The European Council urged the Council of Ministers to adopt the proposals by 1992. The high priorities agreed covered the removal of physical and technical barriers to the free movement of goods; the creation of a free market in the financial services and transport of sectors; freedom of establishment for the professions; and the legalisation of capital movements.
