Hurricanes, floods, oil spills, disease, and disappearing wetlands are some of the many environmental disasters that impact the Gulf South. The contributors to Environmental Disaster in the Gulf South explore the threat, frequency, and management of this region’s disasters from the mid-nineteenth century to the present. Scholars from the fields of history, sociology, and anthropology examine the underlying causes of vulnerability to natural hazards in the coastal states while also suggesting ways to increase resilience. Greg O’Brien considers the New Orleans flood of 1849; Andy Horowitz, the Galveston storm of 1900; and Christopher M. Church, the 1928 hurricane in Florida and the Caribbean. Urmi Engineer Willoughby delves into the turn-of-the-century yellow fever outbreaks in New Orleans and local attempts to eradicate them, while Abraham H. Gibson and Cindy Ermus discuss the human introduction of invasive species and their long-term impact on the region’s ecosystem. Roberto E. Barrios looks at political-ecological susceptibility in New Orleans’s Lower Ninth Ward, and Kevin Fox Gotham treats storm- and flood-defense infrastructures. In his afterword, Ted Steinberg ponders what the future holds when the capitalist state supports an unwinnable battle between land developers and nature. These case studies offer new ways of understanding humans’ interactions with the unique, and at times unforgiving, environment of the Gulf South. These lessons are particularly important as we cope with the effects of climate change and seek to build resilience and reduce vulnerability through enhanced awareness, adequate preparation, and efficient planning.

The Agricultural Outlook 2021-2030 is a collaborative effort of the Organisation for Economic Co-operation and Development (OECD) and the Food and Agriculture Organization (FAO) of the United Nations. It brings together the commodity, policy and country expertise of both organisations as well as input from collaborating member countries to provide an annual assessment of the prospects for the coming decade of national, regional and global agricultural commodity markets. The publication consists of 11 Chapters; Chapter 1 covers agricultural and food markets; Chapter 2 provides regional outlooks and the remaining chapters are dedicated to individual commodities.

This report supports the development of the new Caribbean Development Bank's agricultural policy and strategy by identifying key trends in agriculture in Borrowing Member Countries, as well as opportunities for investment to promote growth and ensure sustainability. It also identifies new value chain opportunities, including the tourism industry, the growing yachting sector, and domestic cassava value chains. Today, countries face major challenges as they strive to improve the competitiveness of their agricultural sector. However, there is great potential for strengthening market linkages and helping farmers, fishers, and agri-food businesses catch up with current technologies. Through the promotion of inclusive and sustainable agricultural development, the bank can contribute to overcoming major socio-economic and environmental challenges in the region, including food and nutrition insecurity and youth unemployment. The study concludes that the bank can play an instrumental role in supporting countries in meeting their Sustainable Development Goal targets - particularly with regard to socio-economic and environmental challenges - including poverty (SDG 1) food and nutrition insecurity (SDG 2), obesity (SDG 3), youth unemployment (SDG 8), resilient infrastructure (SDG 9), gender inequality (SDG 5), sustainable use of natural resources, and climate change (SDG 13).

Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs.
