As the daily headlines attest, the Department of Defense is in the midst of a Quadrennial Defense Review (QDR). Charged by Congress, the Department of Defense is examining a broad range of issues concerning U.S. military policy and strategy (inter alia, future national defense strategy, the force structure necessary to implement that strategy, the affects of technology on force structure, and the anticipated roles and missions of the Reserve Components in executing the defense strategy) that will have far-reaching consequences for the United States. Before these crucial issues are addressed, however, a more fundamental question needs to be explored: what does the United States want its military to do? In other words, what are the future roles of the U.S. military? Only after this issue has been answered can the Department of Defense turn to the other important issues posed by Congress. Dr. William T. Johnsen tackles this question. In brief, he concludes that the U.S. military will continue to perform its traditional roles: deterrence, reassurance, compellence, and support to the nation. The method and manner of carrying out those roles, however, will change; in some cases substantially. The implications of these adapted roles will be considerable. More importantly, Dr. Johnsen also examines the emerging role of preventive defense and its potentially profound consequences for the U.S. military. The debates carried out within and about the QDR will shape the security policy of the United States well into the 21st Century.

This study examines the possible roles of nuclear weapons in contemporary U.S. national security policy. The United States has a range of nuclear strategies and postures among which to choose: from abolition of U.S. nuclear weapons, aggressive reductions and "dealerting," "business as usual, only smaller," more aggressive nuclear posture, to nuclear emphasis. The nation should have the operational flexibility to in fact use a modest number of nuclear weapons if the need were overwhelming and other options were inadequate.

This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. The 20 contributors comment on the pivotal role of airpower in the war with Iraq and address issues and choices facing the USAF, such as the factors that are reshaping strategies and missions, the future role and structure of airpower as an element of US power projection, and the aerospace industry's views on what the Air Force of the future will set as its acquisition priorities and strategies. The authors agree that aerospace forces will be an essential and formidable tool in US security policies into the next century. The contributors include academics, high-level military leaders, government officials, journalists, and top executives from aerospace and defense contractors.

At the end of the first decade of the 21st century, the United States is involved in two ongoing wars, faces a significant international terrorist threat, and is witnessing an escalation of international resistance to its leadership of the global world order. Looking out to 2025, many see the potential for a prolonged period of instability as a result of competing economic models, demographics, the rise of new international actors and the resurgence old ones, climate change, and the scarcity of resources. The range of stability challenges will stretch the capabilities of any military force structure and require innovative thinking on the part of policymakers and military professionals alike on the appropriate development and use of the military element of power. In this anthology, 16 students of the U.S. Army War College Class of 2008 offer their perspectives on the use of military power across the spectrum of conflict in the 21st century, short of or following general war, and provide insights into the necessary force structure, policy, strategy, and doctrinal approaches for future success. Beyond a focus on operations short of general war, these writings share in common a worthwhile idea or set of ideas that can materially contribute to how the U.S. military can best conduct full spectrum operations. Collectively, these essays reveal the innovative thinking and diversity and depth of thought of the U.S. and foreign military and civilian agency personnel that comprise each student body at the U.S. Army War College as they prepare themselves to become senior leaders and fulfill their roles in their militaries or agencies. Year ago the Chief of Staff of the Army initiated the Army After Next Project (AANP) as a means of stimulating constructive thinking about the Army's future throughout the service. AANP has quickly developed into a primary vehicle for long-range planning. Under the leadership of the Training and Doctrine Command (TRADOC), the AANP has conducted an ambitious program of studies, symposia and workshops, culminating in a Winter War Game and Senior Seminar held at Carlisle, January 27-February 6, 1997. A key line of initial inquiry for us has been to forecast the nature of the future security environment in which the Army will operate. That is the task Dr. Steven Metz set for himself in this monograph. In the pages that follow he propounds "currents of change" that will determine the future and sketches a series of plausible future security systems. Each system is characterized by the forms of conflict that will dominate it, the major strategic issues the United States might face, and the resulting military implications. While Dr. Metz's analysis leads to observations certain to be controversial, he illustrates quite clearly the primacy that environmental context will have in shaping our national security outlook and military strategy. Thus, Dr. Metz's observations on trends and systems warrant careful consideration as national policymakers and the Army's leaders build the military force of the future.
