Synopsis Managing Military Readiness by : Institute for National Strategic Studies (U.S.)
This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense (DOD) must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. Therefore, managing readiness is as much about understanding the complexities of human resource management and the technical details of weapons system availability as it is about measuring the ability of U.S. forces to support the national security strategy. Policymakers, military members and command leaders, plus senior Department of Defense team staff, ROTC, military science, and human resource management students may be interested in this illustrated resource about military readiness prior to national security situation deployments. Synopsis Congress and Civil-Military Relations by : Colton C. Campbell
While the president is the commander in chief, the US Congress plays a critical and underappreciated role in civil-military relations—the relationship between the armed forces and the civilian leadership that commands it. This unique book edited by Colton C. Campbell and David P. Auerswald will help readers better understand the role of Congress in military affairs and national and international security policy. Contributors include the most experienced scholars in the field as well as practitioners and innovative new voices, all delving into the ways Congress attempts to direct the military. This book explores four tools in particular that play a key role in congressional action: the selection of military officers, delegation of authority to the military, oversight of the military branches, and the establishment of incentives—both positive and negative—to encourage appropriate military behavior. The contributors explore the obstacles and pressures faced by legislators including the necessity of balancing national concerns and local interests, partisan and intraparty differences, budgetary constraints, the military's traditional resistance to change, and an ongoing lack of foreign policy consensus at the national level. Yet, despite the considerable barriers, Congress influences policy on everything from closing bases to drone warfare to acquisitions. A groundbreaking study, Congress and Civil-Military Relations points the way forward in analyzing an overlooked yet fundamental government relationship.

Synopsis The Future of Land Warfare by : Michael E. O'Hanlon
What happens if we bet too heavily on unmanned systems, cyber warfare, and special operations in our defense? In today's U.S. defense policy debates, big land wars are out. Drones, cyber weapons, special forces, and space weapons are in. Accordingly, Pentagon budget cuts have honed in on the army and ground forces: this, after the long wars in Iraq and Afghanistan, seems like an appealing idea. No one really wants American boots on the ground in bloody conflicts abroad. But it is not so easy to simply declare an end to messy land wars. A survey of the world's trouble spots suggests that land warfare has more of a future than many now seem to believe. In The Future of Land Warfare, Michael O'Hanlon offers an analysis of the future of the world's ground forces: Where are large-scale conflicts or other catastrophes most plausible? Which of these could be important enough to require the option of a U.S. military response? And which of these could in turn demand significant numbers of American ground forces in their resolution? O'Hanlon is not predicting or advocating big American roles in such operations—only cautioning against overconfidence that we can and will avoid them. O'Hanlon considers a number of illustrative scenarios in which large conventional forces may be necessary: discouraging Russia from even contemplating attacks against the Baltic states; discouraging China from considering an unfriendly future role on the Korean peninsula; handling an asymmetric threat in the South China Sea with the construction and protection of a number of bases in the Philippines and elsewhere; managing the aftermath of a major and complex humanitarian disaster superimposed on a security crisis—perhaps in South Asia; coping with a severe Ebola outbreak not in the small states of West Africa but in Nigeria, at the same time that country falls further into violence; addressing a further meltdown in security conditions in Central America.
