This book addresses the composition of fleets according to defense needs and budgets. Using Britain as an example, the author analyzes the needs of modern navies and desirable fleet mixes as well as suggesting alternative approaches to problems such as quality versus quantity and ship size.

Pendant (or pennant) numbers have been used by individual ships of the Royal Navy for purposes of identification for more than one hundred years. They were also used in all the navies of the British Empire so that ships could be easily transferred from one navy to another without changing her number. They offer the simplest and clearest way to identify a ship, but until now there has been little in the way of consistent and accurate information, and certainly no single location where you can look up or research complete pendant numbers. This book is designed as an easy-to-use reference work and as such is, in the main, composed of alpha-numeric listings to enable the user to find and identify warships by reference to ship name and to identify specific pendant numbers assigned to that name; or by pendant number to identify specific vessels assigned that number at various times.

This study of British defence policy argues that a "one-off" defence review is not enough but a regular process of defece reviews every five years provide a long-term strategic direction which, the author maintains, is lacking at present.

Updated 12/10/2020: In December 2016, the Navy released a force-structure goal that callsfor achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-shipgoal was made U.S. policy by Section 1025 of the FY2018 National Defense AuthorizationAct (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal.The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.

This design history of post-war British warship development, based on both declassified documentation and personal experience, is the fourth and final volume in the author’s masterly account of development of Royal Navy’s ships from the 1850s to the Falklands War. In this volume the author covers the period in which he himself worked as a Naval Constructor, while this personal knowledge is augmented by George Moore’s in-depth archival research on recently declassified material. The RN fleet in 1945 was old and worn out, while new threats and technologies, and post-war austerity called for new solutions. How designers responded to these unprecedented challenges is the central theme of this book. It covers the ambitious plans for the conversion or replacement of the bigger ships; looks at all the new construction, from aircraft carriers, through destroyers and frigates, to submarines (including nuclear and strategic), to minesweepers and small craft. The authors pay particular attention to the innovations introduced, and analyses the impact of the Falklands War. At the start of the twenty-first century the Royal Navy is still a powerful and potent force with new and a number of innovative classes, both surface and sub-surface, coming on stream. This book offers a fascinating insight into how the post-war fleet developed and adapted to the changing role of the Navy.
