Z večdisciplinarnim pristopom in uporabo različnih metodoloških prijemov so avtorji ustvarili ogrodje za analitične diskusije o učinkih mobilnosti v EU, učinkovitosti in pravičnosti prostega pretoka oseb znotraj EU ter večplastnosti posledic za posameznike, države članice in nacionalne politike. Prvi prispevek je teoretski uvod v tematiko, ki mobilnost izčrpno predstavi kot teoretski koncept, politično agendo in temeljno evropsko vrednoto. Kompleksni preplet mnogoterih učinkov delovne mobilnosti, ki se pojavljajo na več ravneh, je v nadaljevanju obravnavan v petih študijah primera. This question has given rise to a large number of studies and discussions on existing barriers to labor mobility which have persisted despite the legal freedoms. The goal if this essay is threefold: it will identify the most critical barriers, show via which mechanisms these barriers can be lowered, and assess for which barriers the EU, considering its capacities and those of Member States and conforming to the subsidiarity principle, can have the greatest direct impact on lowering them. While the essay will not directly evaluate the effectiveness of previous EU policies targeted towards increasing labor mobility, it will show in which areas increased efforts by the EU can transform into tangible results in the most efficient way. The essay proceeds in the following way: In the first section, it recaps the economic rationale underlying the importance of labor mobility in a monetary union. In the second section, it shows which patterns of labor mobility can currently be observed in the EU. Section three introduces the four key barriers that constrain labor mobility in the EU, and section four outlines through which mechanisms these barriers can be addressed and provides the assessment of the EU’s impact on lowering them.

The European Commission promotes geographical mobility as a strategy to reduce discrepancies between supply and demand in European labour markets. While migration levels are low within and across EU Member States by comparison with other OECD regions, the proportion of EU migrants working in the EU is rising. EU-level efforts to promote mobility are sometimes overshadowed at national level by concerns over the potential negative effects of migrant inflows including the undercutting of local wage rates, the abuse of welfare systems and the financial burden that inactive migrants may put on welfare systems. This report documents the current picture of labour mobility within the EU, and puts forward some policy pointers for facilitating the flow of workers while minimising abuses of the migrant worker system and making for smoother transitions for migrant workers.

This legislation gave Britain the possibility to organize a Referendum about UK ́s continuing the membership in the European Union. The United Kingdom held a referendum on June 1975 to become a member of the European Union and in that year, this referendum was called Common Market referendum and EEC membership. The electorate expressed significant support for the EEC membership, with up to 67 per cent in favour on a 65% turnout. After the EU Referendum Act made the referendum more probable, business and individuals started considering the potential impact of the UK leaving the EU, often referred to as a "Brexit". Former Prime Minister David Cameron with his government started negotiating with the EU representatives about a possible way to give more power back to the UK Government. The negotiations were about some potential changes to the UK ́s existing EU membership; new terms have been agreed or more clarity received. The UK ́s relationship with the EU has been controversial ever since the Treaty of Rome established the later. Indeed, public opinion polls since 1992 demonstrate a majority opinion amongst the UK electorate that remains critical of the EU, with a not insignificant number desiring withdrawal. Even successive governments and British establishment e.g. Lord Hanley, 3 July 1995, House of Lords claimed the huge benefit of remaining in the EU, the public opinion wasn ́t really pro EU.
