Synopsis European Union Environment Policy and New Forms of Governance: A Study of the Implementation of the Environmental Impact Assessment Directive and the Eco-management and Audit Scheme Regulation in Three Member States by : Hubert Heinelt

This title was first published in 2001. Outlining the results of a three-country study, this text examines the impact of EU policy on the domestic, political and institutional environment. It tests ideas about new forms of governance that reflect the values of participation and empowerment of local interests, particularly through a close scrutiny of the environmental impact process. The book also analyzes the responses of the business sector in three countries - Germany, Greece and Great Britain - to the introduction of a voluntary environmental management system, the eco-management and audit scheme.

Synopsis Tale of Two Continents by : Rachel Deming

Many environmental issues, such as addressing climate change and encouraging sustainability, have transcended existing statutory schemes, causing regulators and scholars to evaluate alternative regulatory mechanisms. One area of focus has been the potential for using environmental management systems (EMSs) as a way to leverage governmental regulation of operations that impact the environment. An EMS is a systematic planning, implementation and review process that organizations use to continuously improve environmental performance. While there is some literature on the impact that regulations incorporating EMSs have had, almost nothing has been written from a comparative viewpoint. This Article analyzes what role EMSs have played in governmental regulation by comparing the two of the most prominent governmental programs based on EMSs: the European Commission's Eco-Management and Audit Scheme (EMAS) and the U.S. Environmental Protection Agency's (EPA) Performance Track program. This comparison is especially useful because governmental regulators in the European Union and the United States took opposite approaches with respect to those programs. The European Union continues to develop and promote EMAS while the United States withdrew its Performance Track program in 2009. The Article concludes that there is strong potential for EMS-based regulations to produce significant environmental performance and compliance benefits, and that more should be done in the United States to evaluate lessons learned from Performance Track as well as EMAS developments. Some the of major benefits, such as risk management, avoidance of negative incidents and external engagement, are hard to quantify but could provide the basis for transforming current adversarial relationships among regulated facilities, regulators and other stakeholders into more productive collaborative governance relationships.

Synopsis Environmental Certification for Organisations and Products by : Tiberio Daddi

Environmental certification is an effective tool for managing the environmental impact of companies, leveraging their competitive capabilities and ensuring their compliance with environmental principles. A growing number of countries across the world are adopting this practice and the growth of new environmental standards – with different scopes, aims and roles – calls for a clear and updated systematization of the issue. This book provides a comprehensive, up-to-date overview of the different environmental certification tools. As well as examining practical methods of implementing the standards for each type of certification, the book discusses their added value from a corporate management perspective. In identifying the most important requirements and standards for the issuing of environmental certification of both products and processes, the book demonstrates how companies can use operational methods to develop an environmental management system or a product certification in practice. Balancing a complete theoretical presentation of the issue with an operational perspective, the book supports the adoption and implementation of environmental certification tools. It will be a valuable resource for professionals as well as students and scholars of environmental management, sustainable business and corporate social responsibility.
