Brussels made democracy, human rights, the rule of law, and good governance its top co-operation priorities in the EU Strategy Framework towards Central Asia for 2007?2013. This book examines two interrelated questions: To what extent has EU democracy promotion in Central Asia been successful? And, to the extent that it was successful, why was it so? The book presents a comprehensive analytical framework for the evaluation of democracy promotion, including factors which may facilitate or hinder democratic development in Central Asia.

This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book assesses European Union policies aimed at encouraging democratization in East Asia and the North African and Middle Eastern States within the Euro-Mediterranean Partnership - these two regions being the source of some of the strongest conceptual challenges to 'Western' liberaldemocracy since the end of the cold war. The book addresses theoretical debates over the international dimensions of political change and the EU's characteristics as an international actor. The factors both driving and inhibiting European democracy promotion policies are explored. The book outlinesthe EU's distinctive bottom-up philosophy, aimed at constructing the socio-economic and ideational foundations for political liberalization, but argues that the EU has in practice failed to develop a fully comprehensive and coherent democracy promotion strategy.

Unknown yet highly strategic, Central Asia attracts the interest of major global powers due to its vast energy resources and crucial geographic position. Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.

Political conditionality involves the linking of development aid to certain standards of observance of human rights and (liberal) democracy in recipient countries. Although this may seem to be an innocent policy, it has the potential to bring about a dramatic change in the basic principles of the international system: putting human rights first means putting respect for individuals and rights before respect for the sovereignty of states.

This book considers the applicability and use of civil society, both as a concept and in practice, in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. The volume examines whether civil society organisations (CSOs) are a progressive force for change, or a safety net. Various forms of CSOs are investigated: NGOs and community based organisations, trade unions, political parties and religious groups, as well as more long-standing soviet and traditional institutions and practices. The book contains lessons and perspectives about civil society growth across time, and considers future directions.

"The court examined how the European Commission (EC) and the European External Action Service (EEAS) planned and managed development assistance to the Central Asian republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in the period 2007-2. In challenging circumstances, planning and allocation of assistance were generally satisfactory. Implementation was less so. The court makes a number of recommendations. The EC and the EEAS should design any future regional programmes so that they are likely to achieve a genuine regional dimension. They should concentrate all assistance provided on a small number of sectors. For any continuing budget support programmes, they should define and apply robust and objectively verifiable conditions, in particular giving sufficient attention to support for anti-corruption mechanisms."-- Page [4] of cover.
