This edited volume brings together some of the most important scholarly perspectives – in the form of both journal article reprints and original contributions – on the structure and dynamics of the EU’s multi-layered relations with its Eastern neighbours within the Eastern Partnership (EaP) framework and beyond. In May 2019, the EU’s EaP – an ambitious and sophisticated policy framework, conjoining elements of cooperation and integration, with the EU’s six eastern neighbours, i.e. Ukraine, Belarus, Moldova, Georgia, Armenia and Azerbaijan – turned ten years. This anniversary, in conjunction with repeatedly voiced critique by scholars and policy-makers alike regarding the framework’s effectiveness and utility, led the EU to submit the EaP to a fundamental auditing and revision. Structured around both enduring and emerging issues in the broader EU-Eastern neighbourhood framework, this book provides a retrospective analysis of key structural and relational challenges, unfolding regional dynamics, distinctive forms of bilateral/multilateral engagement, whilst also offering a critical perspective on the contested future relations between the EU and its Eastern neighbours. Looking backwards and providing a critical and thorough assessment of the first ten years of the EaP in practice, this book thinks forward and gauges its many potential future avenues. This comes at a crucial moment, as the EU and its six Eastern neighbours are in search of new and mutually acceptable forms of association.

This book explores the EU’s relations with its eastern neighbours. Based on extensive original research – including surveys, focus-groups, a study of school essays and in-depth interviews with key people in Belarus, Ukraine, Moldova, Russia and in Brussels – it assesses why the EU’s initiatives have received limited legitimacy in the neighbourhood. The European Neighbourhood Policy of 2004, and the subsequent Eastern Partnership of 2009 heralded a new form of relations with the EU’s neighbours – partnership based on joint ownership and shared values – which would complement if not entirely replace the EU’s traditional governance framework used for enlargement. These initiatives have, however, received a mixed response from the EU’s eastern neighbours. The book shows how the key elements of partnership have been forged mainly by the EU, rather than jointly, and examines the idea and application of external governance, and how this has been over-prescriptive and confusing.

What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? How can the EU create bridges between the neighbours of its neighbours? This timely book takes stock of the state of the EU’s co-operation with these regions and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy.

Based on the diverging interests of Germany and Poland as influential members of the European Union on the Eastern Partnership (EaP), the contributions in the anthology analyse specifics and current problems of the states in EU’s Eastern neighbourhood. By including the interests of Russia and the USA, which go beyond the EU, the geostrategic implications of these relations for the Eurasian region will also be highlighted. The studies of renowned German and Polish experts represent the results of individual research and bilateral exchange on the current state of EU’s relations towards its Eastern neighbours.

Despite growing scholarly interest in the EU’s flagship policy towards its Eastern and Southern neighbours, serious attempts at theory-building on the European Neighbourhood Policy (ENP) have been largely absent from the academic debate. This book aims at contributing to fill this research gap in a three-fold manner: first and foremost it aims at theorizing the ENP as such, explaining the origins, development and effectiveness of this policy. Building on this effort, it also pursues the broader objective of addressing certain shortcomings in EU external relations theory, and even beyond, in International Relations theory. Finally, it aspires to provide new insights for European policy-makers. It is one of the first volumes to provide different theoretical perspectives on the ENP by revisiting and building bridges between mainstream and critical theories, stimulating academic and policy debates and thus setting a novel, less EU-centric research agenda. The collapse of the Soviet Union has had profound and long-lasting impacts on the societies of Eastern Europe, the South Caucasus and Central Asia, impacts which are not yet fully worked through: changes in state-society relations, a comprehensive reconfiguration of political, economic and social ties, the resurgence of regional conflicts "frozen" during the Soviet period, and new migration patterns both towards Russia and the European Union. At the same time the EU has emerged as an important player in the region, formulating its European Neighbourhood Policy, and engaging neighbouring states in a process of cross-border regional co-operation. This book explores a wide range of complex and contested questions related to borders, security and migration in the emerging "European Neighbourhood" which includes countries of the Caucasus and Central Asia as well as the countries which immediately border the EU. Issues discussed include new forms of regional and cross-border co-operation, new patterns of migration, and the potential role of the EU as a stabilizing external force.

The European Neighbourhood Policy is a key part of the foreign policy of the European Union (EU), through which the EU works with its southern and eastern neighbours with a view to furthering its interests and achieving the closest possible degree of political association and economic integration. The policy is underpinned by a set of values and principles that the EU seeks to promote. The European Neighbourhood Policy – Values and Principles carries out a legal analysis of the values and principles that form the basis for the European Neighbourhood Policy – respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights (including the rights of minorities), plus the principles of conditionality, differentiation and coherence. This collection explores the instruments that the EU has deployed under the European Neighbourhood Policy to spread its values and to achieve its interests. It assesses to what extent the EU has been (and is) consistent in upholding its values in its relations with neighbouring countries, and examines how these values have been received by these countries. The book looks in particular at the nature of EU-Russia relations, seeking to identify areas of common interest as well as those of actual and potential disagreement.

The literature on the European Union influence’s in its Eastern neighbourhood has tended to focus on EU-level policies and prioritize EU-related variables. This book seeks to overcome this EU-centric approach by connecting EU policy transfer to the domestic and regional environment in which it unfolds. It looks at the way in which the EU seeks to influence domestic change in the post-Soviet countries participating in the European Neighbourhood Policy/Eastern Partnership and domestic receptivity to EU policies and templates. It seeks to disentangle the various dynamics behind domestic change (or lack thereof) in Eastern Partnership countries, including EU policy mechanisms, domestic elites’ preferences and strategies, regional interdependences and Russia’s policies. Based upon extensive empirical investigation on EU policies in four countries; Armenia, Georgia, Moldova and Ukraine – and in two pivotal policy sectors - the book provides systematic and nuanced understanding of complex forces at work in the policy transfer process.
