This book builds upon our knowledge of the far-reaching economic, political and social effects of the Euro crisis on the European Union by providing a unique study of European identities. In particular, it considers the impact on the construction of European identities in political and media discourse in Germany, Ireland and Poland—three countries with profoundly different experiences of the crisis and never before compared in a single study. Offering an original insight into the dynamics of identity change at moments of upheaval, the author argues that political and media actors in the early stages of the crisis drew on long-standing identities in order to make sense of the crisis in the public sphere. European identity discourses are thus resilient to change but become central to legitimising and contesting bailouts and further economic integration. As such, the author challenges the commonly held view that identities change dramatically at times of crisis but argues that this very resilience helps to understand the EU’s current divisions. The study of identity during the Euro crisis sheds important light on the prospects for European solidarity as well as on the future of the single currency as an identity-building project. The book will be of particular interest to students and scholars in the fields of EU politics, comparative European politics, and identity politics.

This book aims to provide an analysis of the EU’s crisis decade—from the euro crisis to the populist right parties’ resurgence and Brexit. The EU has encountered a series of crises since 2008 when the Greek sovereign debt crisis first broke out and brought forth the euro crisis. This was soon followed by the rise of anti-EU populist right parties, culminating in their unprecedented victory in the 2014 European Parliament Elections. The most unexpected shock, however, was the Brexit result of the UK's EU referendum in 2016. Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

Politicising Europe presents the most comprehensive contribution to empirical research on politicisation to date. The study is innovative in both conceptual and empirical terms. Conceptually, the contributors develop and apply a new index and typology of politicisation. Empirically, the volume presents a huge amount of original data, tracing politicisation in a comparative perspective over more than forty years. Focusing on six European countries (Austria, France, Germany, Sweden, Switzerland and the UK) from the 1970s to the current euro crisis, the book examines conflicts over Europe in election campaigns, street protests, and public debates on every major step in the integration process. It shows that European integration has indeed become politicised. However, the patterns and developments differ markedly across countries and arenas, and many of the key hypotheses on the driving forces of change need to be revisited in view of new findings.

What began as a relatively localized crisis in Greece in early 2010 soon escalated to envelop Ireland and Portugal. By the second half of 2011, the contagion had spread to the far larger economies of Italy and Spain. In mid-September the Peterson Institute and Bruegel hosted a conference designed to contribute to the formulation of policies that could help resolve the euro area debt crisis. This volume presents the conference papers; several are updated through end-2011. European experts examine the political context in Greece (Loukas Tsoukalis), Ireland (Alan Ahearne), Portugal (Pedro Lourtie), Spain (Guillermo de la Dehesa), Italy (Riccardo Perissich), Germany (Daniela Schwarzer), and France (Zaki La�di). Lessons from past debt restructurings are then examined by Jeromin Zettelmeyer (economic) and Lee Buchheit (legal). The two editors separately consider the main current policy issues: debt sustainability by country, private sector involvement and contagion, alternative restructuring approaches, how to assemble a large emergency financing capacity, whether the European Central Bank (ECB) should be a lender of last resort, whether joint-liability "eurobonds" would be feasible and desirable, and the implications of a possible break-up of the euro area. The luncheon address by George Soros and a description (by Steven R. Weisman with Silvia B. Merler) of the policy simulation game played on the second day of the conference complete the volume. Involving market participants and experts representing the roles of euro area governments, the ECB, IMF, G-7, and credit rating agencies, the game led to a proposal for leveraging the capacity of the European Financial Stability Facility through arrangements with the ECB.
