Synopsis The Euphrates River and the Southeast Anatolia Development Project by : John F. Kolars

This book makes clear that water, not oil, is the key to the future of the Middle East. The Southeast Anatolia Development Project (SEAP) begun by Turkey will irrigate over 1.7 million hectares of new land, double its energy production, and provide agricultural surpluses that Turkey hopes to sell to its Arab neighbors. When SEAP is in full operation, however, the downstream nations will be faced with a greatly reduced flow of water of altered quality in the Euphrates. The war with Iraq has intensified the political significance of the project.

Synopsis Impacts of Large Dams: A Global Assessment by : Cecilia Tortajada

One of the most controversial issues of the water sector in recent years has been the impacts of large dams. Proponents have claimed that such structures are essential to meet the increasing water demands of the world and that their overall societal benefits far outweight the costs. In contrast, the opponents claim that social and environmental costs of large dams far exceed their benefits, and that the era of construction of large dams is over. A major reason as to why there is no consensus on the overall benefits of large dams is because objective, authoritative and comprehensive evaluations of their impacts, especially ten or more years after their construction, are conspicuous by their absence. This book debates impartially, comprehensively and objectively, the positive and negative impacts of large dams based on facts, figures and authoritative analyses. These in-depth case studies are expected to promote a healthy and balanced debate on the needs, impacts and relevance of large dams, with case studies from Africa, Asia, Australia, Europe and Latin America.

Synopsis Peaceful Uses of International Rivers: The Euphrates and Tigris Rivers Dispute by : Hilal Elver

This book by a renowned environmental lawyer and scholar proposes a regime scheme that is not only based soundly on existing treaties concerning access rights to fresh water, but also on the human rights of persons dependent on rivers and lakes for water and food. Focusing on the Tigris-Euphrates basin, which is shared by Iraq, Syria, and Turkey, Professor Elver explores the transnational arrangements among these three countries for the allocation of river resources. The author clearly exposes the potential for conflict, and sets forth the role that international law can play in resolving such conflict and protecting the human rights of local populations. Synopsis Water, Climate Change and the Boomerang Effect by : Larry Swatuk

In line with COP21 agreements, state-led climate change mitigation and adaptation actions are being undertaken to transition to carbon-neutral, green economies. However, the capacity of many countries for action is limited and may result in a ‘boomerang effect’, defined as the unintended negative consequences of such policies and programmes on local communities and their negative feedbacks on the state. To avoid this effect, there is a need to understand the policy drivers, decision-making processes, and impacts of such action, in order to determine the ways and means of minimizing negative effects and maximizing mutually beneficial policy outcomes. This book directly engages the policy debates surrounding water resources and climate actions through both theoretical and comparative case studies. It develops the ‘boomerang effect’ concept and sets it in relation to other conceptual tools for understanding the mixed outcomes of state-led climate change action, for example ‘backdraft’ effect and ‘maldevelopment’. It also presents case studies illustrative of the consequences of ill-considered state-led policy in the water sector from around the world. These include Africa, China, South Asia, South America, the Middle East, Turkey and Vietnam, and examples of groundwater, hydropower development and forest hydrology, where there are often transboundary consequences of a state's policies and actions. In this way, the book adds empirical and theoretical insights to a still developing debate regarding the appropriate ways and means of combating climate change without undermining state and social development.

Synopsis Water and Urban Development Paradigms by : Jan Feyen

Communication across and integration of disciplines in the urban-water sector seems today more imperative than ever before. Water is a strategic and shrinking resource. It is probably the world's most valuable resource and clean water has even been touted as the 'next oil'. Control of water - from access to management - has always been a

Synopsis Turkey in World Politics by : Barry M. Rubin

Tracing the evolution of Turkey's foreign policy, from isolationism to regional agreements and organizations, this study explores the country's new international posture. Rubin (strategic studies, Bar- Ilan University) and Kirisci (political science, Bogazici University) assess Turkey's policy toward Europe, Russia, Central Asia, and the United States, as well as its growing role in the Middle East. They address the issues central to Turkey's economic, energy, and water policy. They also discuss the interest groups and institutions affecting the policymaking process and the challenges facing the country's rapidly urbanizing and industrializing economy.

Synopsis Modelling Approaches to Understand Salinity Variations in a Highly Dynamic Tidal River by : Ali Dinar Abdullah

This book reports the first systematic monitoring and modelling study on water availability, water quality and seawater intrusion of the Shatt al-Arab River (SAR) on the border of Iraq and Iran, where causes and concentration levels of salinity have not yet been fully understood, let alone addressed, leading to conflicting perceptions of its origin (external or internal), the natural conditions and the practices that can explain the current critical conditions. Current scientific knowledge on the SAR salinity problem is deficient, partially due to the complex and dynamic interaction between marine and terrestrial salinity sources, including return flows by water users of the different water sectors in the Euphrates and Tigris rivers upstream of the SAR. The development of a new series of monitoring stations and various modelling approaches helped to better understand the interactions between these different sources. The comprehensive and detailed dataset formed the basis for a validated analytical model that can predict the extent of seawater relative to other salinity sources in an estuary, and for a hydrodynamic model that can predict salinity changes. The adaptability of the models to changing conditions makes them directly applicable by water managers. The procedure can be applied to other comparable systems.
