East Asia is normally identified as a group of countries lying along the western edge of the Pacific Ocean, but in recent years scholars have begun thinking about a new East Asia that is a community rather than a set of sovereign states. This regional community is a theoretical notion variously defined on the basis of economic or political relations, philosophical orientations, language or other criteria, with each standard producing a different set of boundaries. This book looks at the new East Asia from a Northeast Asian perspective, considering it both as a theoretical construct and a practical reality.The authors are Asian Studies specialists, mainly from Japan but with contributions from Korea and the United States, and they consider the trade and economic interaction, diplomacy, and security arrangements of East Asia. Prepared as part of a five-year research program conducted by Waseda University's 21st Century Center of Excellence for the Creation of Contemporary Asian Studies, the essays are published here in English for the first time

Economic Development of Emerging East Asia presents economic studies of Taiwan and South Korea, compares them chiefly with Japan and the United States and finds that these East Asian countries are still in the process of emerging in the world economy. A timely quantitative and econometric analysis of the regional economies of emerging East Asia, the volume examines development indicators, effects of the 1997 Asian financial crisis, productivity growth, catching up and convergence of long run real GDP per capita growth, the time required for a country to catch up, colonialism and economic development in Taiwan and India. This volume is a collection of papers written by nationals or former nationals of the respective country in ASEAN and Northeast Asia. Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.

This is the only English language publication with a distinctly Northeast Asian (outside Japan) and Chinese perspective on pan-East Asian Regionalism (including both Northeast and Southeast Asian Regionalism) published within the last 5 years that is distributed internationally. It traces the development of Asian regionalism and analyzes China''s role and policy on East Asian cooperation and integration. The prospect of a new, rapidly rising China poses both opportunities and challenges for regional community building in Asia Pacific. In this book, intellectual leaders from the region present their perspectives on China's development. The 1990s have witnessed a strong trend in different parts of the world especially the developed countries to form regional trading blocs, such as EU and NAFTA. The formation of these trade blocs has led to substantial diversion of trade and investment away from the rest of the world economy affecting the growth process in other regions that are not part of these blocs. The Asian countries on the other hand have faithfully pursued multilateralism in their trade and investment policy except for few subregional attempts such as the ASEAN Free Trade Area (AFTA) or the South Asia Free Trade Agreement (SAFTA). However, there is now a growing recognition in Aisa of the importance of regional economic integration for generating growth impulses from within, especially in the wake of the East Asian Crisis. Against that backdrop, this book makes a case for an Asian Economic Community that would be broader in coverage than the current programs for economic cooperation in the region. It argues that the community is evolving in a phased manner with Japan, ASEAN, China, India and Korea (JACIK) providing the initial core group that can be expanded to cover other parts of Asia subsequently, as in Europe. The analysis presented in the book shows that regional economic integration could act as a new engine of growth and generate hundreds of billions of additional output and assist Asia regain its place in the world economy that it had until the eighteenth century. The book also examines the emerging patterns of regional integration in JACIK region and presents an analysis of the potential and prospects of cooperation in the areas of trade, money and finance, technology and investments. This book will be useful to Asian policy-makers and scholars looking for a vision in making the 21st century an Asian century.

This book is a comprehensive analysis of major elements of change in East Asia which will have an impact on the political outlook and regional cooperation in economics and security. By taking a close look at these substantive issues and elements, the book will help readers to relate to the issues concerning the ASEAN economic community, such as the ASEAN-China free trade area (FTA), as well as the FTA between ASEAN and Japan. With featuring far-reaching diversities and disparities among the regional states in their political, economic and social systems and cultural and religious orientations, East Asia is a microcosm of international society at large. Nevertheless, there are unique dynamics unfolding in East Asia at the turn of the twenty-first century, namely the rise of China as a contender for regional and global hegemony and a set of collective initiatives to integrate the region into a harmonious community. This book provides new arguments on China’s rise and the transformation of East Asia and analyzes the foreign policy behavior of the regional states and relations among them. In doing so, the contributors show why and how China is rising, and how China’s rise shapes the emerging regional structures and institutions in East Asia. Furthermore, given the East Asian context where the world’s second and third largest economies coexist with much smaller states and with China’s ascendency likely to continue, this book challenges the pervasive dichotomy of hegemony and community. This allows for a fuller and more nuanced account of China’s role and the shifting regional policies in East Asia in which hegemonic cooperation does not necessarily lead to a hegemonic form of regional order.
