This report describes a study jointly conducted by the University of Wyoming and the Wyoming Department of Transportation to examine the effect of construction Profilograph Index (PI) values on long-term roughness measurements of concrete pavements. The objectives of this study were to determine if increased initial pavement smoothness had any lasting effects on the pavement smoothness. The study consisted of selecting 175 test sections in eight different interstate projects, obtaining construction and roughness data, compiling the data in a computerized data base, and conducting statistical analysis. The analysis resulted in the observation that when the initial roughness of concrete sections are less than 7 in. per mile, a slightly rougher section does not necessarily deteriorate faster than a slightly smoother section.

The primary objective of this study was to develop, implement, and evaluate a Level 1 performance-related specification (PRS) for the construction of a jointed plain concrete (JPC) pavement in the State of Wisconsin. The research entailed a thorough evaluation of the construction quality levels achieved on recent Wisconsin JPC projects and the formulation of a Level 1 PRS using the results of the quality evaluation and defined Wisconsin Department of Transportation (WisDOT) pavement practices as a basis. Feedback from WisDOT and the contractor indicated that this first PRS implementation in Wisconsin was successful, particularly with respect to the layouts of lots and sublots. Several suggestions were received to improve and streamline the PRS process.

Although the focus reflects highways as the most common application, special features of airport, industrial, and light duty pavements are also addressed. Use is made of modeling and performance tools such as HIPERPAV and LTPP to illustrate behavior and performance, along with some case studies. As concrete pavements are more complex than they seem, and the costs of mistakes or of over-design can be high, this is a valuable book for engineers in both the public and private sectors.
