Examining the interplay between the domestic, regional and global aspects of the crisis of legitimacy of global governance, this book theoretically questions and empirically analyses the "crises of legitimacy" in global governance with respect to various mechanisms, actors, and issues. It expertly sheds lights on contemporary legitimacy contestations and crises by analysing conceptual, theoretical and empirical aspects of the legitimacy in global governance. The specific issues and case studies collected in this volume survey the evolving nature of legitimacy and legitimization processes in global governance with historical, and theoretical analysis. Perspectives on specific actors and issues provide vital insights for understanding several commonalities and differences of legitimacy crises faced at various global governance mechanisms. Improving the understanding of the strengths and weaknesses of current global governance bodies by showing several legitimacy contestations and crises at global and regional level, this book will be of great interest to scholars of international relations, globalization, international Political Economy, regionalism, and general global governance studies.

Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

This volume examines the interrelationship between democratic legitimacy at the European level and the ongoing Eurozone crisis that began in 2010. Europe's crisis of legitimacy stems from 'governing by rules and ruling by numbers' in the sovereign debt crisis, which played havoc with the eurozone economy while fueling political discontent. Using the lens of democratic theory, the book assesses the legitimacy of EU governing activities first in terms of their procedural quality ('throughput),' by charting EU actors' different pathways to legitimacy, and then evaluates their policy effectiveness ('output') and political responsiveness ('input'). In addition to an engaging and distinctive analysis of Eurozone crisis governance and its impact on democratic legitimacy, the book offers a number of theoretical insights into the broader question of the functioning of the EU and supranational governance more generally. It concludes with proposals for how to remedy the EU's problems of legitimacy, reinvigorate its national democracies, and rethink its future.

This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening. Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

The contributors highlight alternative imaginaries and social forces harnessing new organizational and political forms to counter and displace dominant strategies of rule. They suggest that to address intensifying economic, ecological and ethical crises far more effective, legitimate and far-sighted forms of global governance are required.

Citizens, Elites, and the Legitimacy of Global Governance offers the first full comparative study of citizen and elite legitimacy beliefs toward global governance. Empirically, it provides a comprehensive analysis of public and elite opinion toward global governance, building on two uniquely coordinated surveys covering multiple countries and international organizations. Theoretically, it develops an individual-level approach, exploring how a person's characteristics in respect of socioeconomic status, political values, geographical identification, and institutional trust shape legitimacy beliefs toward global governance. The book's central findings are three-fold. First, there is a notable and general elite-citizen gap in legitimacy beliefs toward global governance. While elites on average hold moderately high levels of legitimacy toward international organizations, the general public is decidedly more skeptical. Second, individual-level differences in interests, values, identities, and trust dispositions provide significant drivers of citizen and elite legitimacy beliefs toward global governance, as well as the gap between them. Most important on the whole are differences in the extent to which citizens and elites trust domestic political institutions, which systematically shape how they assess the legitimacy of international organizations. Third, both patterns and sources of citizen and elite legitimacy beliefs vary across organizations and countries. These variations suggest that institutional and societal contexts condition attitudes toward global governance. The book's findings shed important light on future opportunities and constraints in international cooperation, suggesting that current levels of legitimacy point neither to a general crisis of global governance nor to a general readiness for its expansion.

New practices and institutions of global governance are often one of the most enduring consequences of global crises. The contemporary architecture of global governance has been widely criticized for failing to prevent the global financial crisis and Eurozone debt crises, for failing to provide robust international crisis management and leadership, and for failing to generate a consensus around new ideas for regulating markets in the broader public interest. Global Governance in Crisis explores the impact of the global financial crisis of 2008-2009 on the architecture and practice of contemporary global governance, and traces the long-term implications of the crisis for the future of the global order. Combining innovative theoretical approaches with rich empirical cases, the book examines how the impact of the global financial crisis has played out across a range of global governance domains, including development, finance and debt, trade, and security.
