Global population growth is urban growth and, therefore, most of the water-related challenges and solutions reside in cities. Unless water management and water governance processes are significantly improved within the next decade or so, cities are likely to face serious and prolonged water insecurity, urban floods, and/or heat stress, which may result in social instability and, ultimately, massive migration. Aging water infrastructure, one of the most expensive infrastructures in cities, is a relevant challenge in order to address Sustainable Development Goal (SDG) 6: clean water and sanitation, SDG 11: sustainable cities and communities, and SDG 13: climate action. The choice of good governance arrangements has important consequences for economic performance, for the well-being of citizens, and for the quality of life in urban areas. The better governance arrangements work in coordinating policies across jurisdictions and policy fields, the better the outcomes. Rapidly-changing global conditions will make future water governance more complex than ever before in human history, and expectations are that water governance and water management will change more during the next 20 years compared to the past 100 years. In this Special Issue of Water, the focus will be on practical concepts and tools for water management and water governance, with a focus on cities.

This report focuses on the urban water management challenges facing cities across OECD countries, and explores both national and local policy responses with respect to water-risk exposure, the state of urban infrastructures and dynamics, and institutional and governance architectures. The analyses focus on four mutually dependent dimensions – finance, innovation, urban-rural co-operation and governance – and proposes a solutions-oriented typology based on urban characteristics. The report underlines that sustainable urban water management will depend on collaboration across different tiers of government working together with local initiatives and stakeholders.

This book features expert contributions on key sustainability aspects of urban water management in Chinese agglomerations. Both technical and institutional pathways to sustainable urban water management are developed on the basis of a broad, interdisciplinary problem analysis.

This handbook provides a comprehensive, state-of-the-art overview of urban water governance. Access to water is one of the most pressing global issues of the twenty-first century, particularly when set against the background of a rapidly growing global population. This book provides a cutting-edge, comprehensive overview of the challenges facing water governance and regulatory choices. The recently adopted Sustainable Development Goals set forward an ambitious agenda of providing universal access to good quality water supply and sanitation services within a financially constrained environment: however, the various peculiarities of each country regarding water governance makes it difficult to identify and implement the best practices and benchmarks. The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume. A society that intensifies and expands the use of land and water in urban areas needs to search for solutions to manage the frontiers between these two essential elements for urban living. Sustainable governance of land and water is one of the major challenges of our times. Managing retention areas for floods and droughts, designing resilient urban waterfronts, implementing floating homes, or managing wastewater in shrinking cities are just a few examples where spatial planning steps into the governance arena of water management and vice versa. However, water management and spatial planning pursue different modes of governance, and therefore the frontiers between the two disciplines require developing approaches for setting up governance schemes for sustainable cities of the future. What are the particularities of the governance of land and water? What is the role of regional and local spatial planning? What institutional barriers may arise? This book focuses on questions such as these, and covers groundwater governance, water supply and wastewater treatment, urban riverscapes, urban flooding, flood risk management, and concepts of resilience. The project resulted from a Summer School by the German Academy for Spatial Research and Planning (ARL) organized by the editors at Utrecht University in 2013.
