The Asia-Pacific region is one of the most vulnerable to a variety of natural and manmade hazards. This edited book productively brings together scholars and senior public officials having direct experience in dealing with or researching on recent major natural disasters in the Asia-Pacific. The chapters focus on disaster preparedness and management, including pre-event planning and mitigation, crisis leadership and emergency response, and disaster recovery. Specific events discussed in this book include a broad spectrum of disasters such as tropical storms and typhoons in the Philippines; earthquakes in China; tsunamis in Indonesia, Japan, and Maldives; and bushfires in Australia. The book aims to generate discussions about improved risk reduction strategies throughout the region. It seeks to provide a comparative perspective across countries to draw lessons from three perspectives: public policy, humanitarian systems, and community engagement.

This book documents how nurses have shown their dedication, courage, expertise and compassion in helping communities prepare for, respond to and recover from disastrous events. It aims to inspire and equip nurses and other health professionals to help people in disaster-affected areas and contribute to community resilience. The last decade (2005-2015) has been characterized by a number of overwhelming natural disasters - tropical storms, floods, earthquakes, tsunamis; and threats of emerging infectious diseases - SARS, MERSCoV and Ebola around the world. Countries from the Asia Pacific region, such as Australia, Cambodia, China, Indonesia, India, Japan, Nepal, Philippines, Solomon Islands, South Korea, Thailand and Vanuatu, have borne the brunt of the devastation caused by these catastrophic events. Nurses from these countries have stepped in providing emergency care in hospitals and in the field, addressing public health needs in evacuation centers, supporting epidemiologic surveillance and conducting health education, training and research, to help save lives and support communities build back better.

This book uses two international frameworks—the Millennium Development Goals and the Hyogo Framework for Action, a program focused on disaster risk management—to study the key trends in the region in terms of disaster incidence, sources of vulnerability and social and economic challenges. As both frameworks draw to a close, international debate is taking place during the period 2012–2015 on their current progress. This book seeks to help readers understand the process better. The chapters are written by eight independent internationally based authors. Collectively, they have extensive regional experience in the areas of disaster risk management and climate change as well as working in academia, research, consultancy, the UN and international agencies, government and the NGO sector. The analysis presented benefits from their varied backgrounds in medicine, architecture, economics, engineering, planning, social studies, development studies and political science. Throughout the book, relevant examples, drawn from the region, are included to ‘earth’ the project in the harsh realities of risk and disaster impact.

This book considers the challenges of building disaster resilience in South Asia – a region that frequently experiences some of the most severe and devastating impacts of disasters. Despite significant work to assist affected communities, many smaller South Asian countries remain particularly vulnerable in terms of fostering disaster resilience. Drawing on examples from Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka, the book offers rich insights and narratives on disaster resilience policy and practice. It considers the possibilities for advancing community resilience and capacity building through an exploration of different aspects of governance and policy. Given the diversity of these countries and recent disasters, a variety of perspectives are considered: institutional and policy frameworks, risk management governance, recovery operations, building codes, and policy and media discourse. The book offers a collective understanding of practice, which can offer global lessons to a world increasingly beset by disasters and with uncertain environmental futures. This book will be a valuable resource for scholars, practitioners and students in the fields of disaster risk reduction and management, climate change adaptation, public policy and sustainable development.

The Routledge Handbook of Human Rights and Disasters provides the first comprehensive review of the role played by international human rights law in the prevention and management of natural and technological disasters. Southeast Asia is one of the most diverse regions in the world – hosting a wide range of languages, ethnicities, religions, economies, ecosystems and political systems. Amidst this diversity, however, has been a common desire to develop. This provides a uniting theme across landscapes of difference. This Handbook traces the uneven experiences that have accompanied development in Southeast Asia. The region is often considered to be a development success story; however, it is increasingly recognized that growth underpinning this development has been accompanied by patterns of inequality, violence, environmental degradation and cultural loss. In 30 chapters, written by established and emerging experts of the region, the Handbook examines development encounters through four thematic sections: • Approaching Southeast Asian development, • Institutions and economies of development, • People and development and • Environment and development. The authors draw from national or sub-national case studies to consider regional scale processes of development – tracing the uneven distribution of costs, risks and benefits. This is the fifth edition of the Asia and the Pacific Regional Overview of Food Security and Nutrition annual report. This publication is led by FAO’s Regional Office for Asia and the Pacific (RAP) and jointly contributed to by United Nations' partner agencies (UNICEF, WFP, WHO), on the region’s progress (or lack thereof) to achieve the Sustainable Development Goals (in particular SDG 2 – Ending Hunger) and the World Health Assembly (WHA) 2030 targets on food security and nutrition. In recent years, previous editions reported that progress was stalling, then regressing and then more recently pushing us further off track. This reverse was evident even before the COVID-19 pandemic took hold in 2020. The decline continued and worsened during the pandemic and the data is captured in this report. Updated estimates on the cost and affordability of a healthy diet show that nearly 45 percent of the region’s population cannot afford one. Reducing the cost of a healthy diet and making it more affordable is a critical element for achieving ending hunger (SDG2) and also the other SDGs. This year’s report also looks closely at food security and nutrition in urban areas which will increasingly contribute to the progress in SDG indicators as the proportion of the urban population across the region is set to cross 50 percent in this decade.

This book includes selected papers presented at the international expert forum on “Mainstreaming Resilience and Disaster Risk Reduction in Education,” held at the Asian Institute of Technology, Thailand on 1–2 December 2017. The journey towards disaster risk reduction and resilience requires the participation of a wide array of stakeholders ranging from academics to policymakers, to disaster managers. Given the multifaceted and interdependent nature of disasters, disaster risk reduction and resilience require a multidisciplinary problem-solving approach and evidence-based techniques from the natural, social, engineering, and other relevant sciences. Traditionally, hazard and disaster-related studies have been dominated by the engineering and social science fields. In this regard, the main purpose of this book is to capture the multidisciplinary and multisectoral nature of disaster risk reduction, and to gather existing data, research, conceptual work, and practical cases regarding risk reduction and its ties to sustainable development under a single “umbrella.” Along with the sustainability aspect, the book also links disaster risk reduction with development, technology, governance, education, and climate change, and includes discussions on challenges, solutions, and best practices in the mainstreaming of disaster risk reduction.
