In the last decade the world has witnessed a rise in women's participation in terrorism. Women, Gender, and Terrorism explores women's relationship with terrorism, with a keen eye on the political, gender, racial, and cultural dynamics of the contemporary world. Throughout most of the twentieth century, it was rare to hear about women terrorists. In the new millennium, however, women have increas­ingly taken active roles in carrying out suicide bombings, hijacking air­planes, and taking hostages in such places as Palestine, Iraq, Afghanistan, Sri Lanka, Lebanon, and Chechnya. These women terrorists have been the subject of a substantial amount of media and scholarly attention, but the analysis of women, gender, and terrorism has been sparse and riddled with stereotypical thinking about women's capabilities and motivations. In the first section of this volume, contributors offer an overview of women's participation in and relationships with contemporary terrorism, and a historical chapter traces their involvement in the politics and conflicts of Islamic societies. The next section includes empirical and theoretical analysis of terrorist movements in Chechnya, Kashmir, Palestine, and Sri Lanka. The third section turns to women's involvement in al Qaeda and includes critical interrogations of the gendered media and the scholarly presentations of those women. The conclusion offers ways to further explore the subject of gender and terrorism based on the contributions made to the volume. Contributors to Women, Gender, and Terrorism expand our understanding of terrorism, one of the most troubling and complicated facets of the modern world.

Terrorism, Gender and Women: Towards an Integrated Research Agenda encourages greater integration of gender-sensitive approaches to studies of violent extremism and terrorism. This book seeks to create and inspire a dialogue among scholars of conflict, terrorism and gender by suggesting the necessity of incorporating gender analysis to fill gaps within, and further enhance, our understanding of political violence. The chapters featured in the book interrogate how recent developments in the field– such as the proliferation of propaganda and online messaging, the "decline" or shifting presence of ISIS, the continued "rise" of far-right extremism, and the changing roles of women in political violence – necessitate a gendered understanding of radicalisation, participation, and of strategies to counter and prevent both violent extremism and terrorism. Taken together, they encourage a discussion of new ways in understanding how women and men can be affected by terrorism and violent extremism differently, and how involvement can often be influenced by highly gendered experiences and considerations. The chapters in this book were originally published as a special issue of the journal, Studies in Conflict & Terrorism.

Extremist groups rely upon women to gain strategic advantage, recruiting them as facilitators and martyrs while also benefiting from their subjugation. Yet U.S. policymakers overlook the roles that women play in violent extremism--including as perpetrators, mitigators, and victims--and rarely enlist their participation in efforts to combat radicalization. This omission puts the United States at a disadvantage in its efforts to prevent terrorism globally and within its borders. Women fuel extremists' continued influence by advancing their ideology online and by indoctrinating their families. New technology allows for more sophisticated outreach, directly targeting messages to radicalize and recruit women. It also provides a platform on which female extremists thrive by expanding their recruitment reach and taking on greater operational roles in the virtual sphere. The failure of counterterrorist efforts to understand the ways in which women radicalize, support, and perpetrate violence cedes the benefit of their involvement to extremist groups. Omitting women from terrorism prevention efforts also forfeits their potential contributions as mitigators of extremism. Women are well positioned to detect early signs of radicalization, because fundamentalists often target women's rights first. As security officials, women provide insights and information that can be mission critical in keeping the peace. And because of their distinctive access and influence, women are crucial antiterrorism messengers in schools, religious institutions, social environments, and local government. Overlooking the contributions women can make to prevent extremism renders the United States less secure. Many extremist groups promote an ideology that classifies women as second-class citizens and offers strategic and financial benefits through women's subjugation. Boko Haram, the Islamic State, al-Qaeda, al-Shabab, and other groups use sexual violence to terrorize populations into compliance, displace civilians from strategic areas, enforce unit cohesion among fighters, and even generate revenue through trafficking. Suppressing women's rights also allows extremists to control reproduction and harness female labor. U.S. government policy and programs continue to underestimate the important roles women can play as perpetrators, mitigators, or targets of violent extremism. The Donald J. Trump administration should take steps to help the United States and its allies respond effectively to the security threat posed by violent extremism and advance U.S. peace and stability.

Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.

The Oxford Handbook of Terrorism systematically integrates the substantial body of scholarship on terrorism and counterterrorism before and after 9/11. In doing so, it introduces scholars and practitioners to state of the art approaches, methods, and issues in studying and teaching these vital phenomena. This Handbook goes further than most existing collections by giving structure and direction to the fast-growing but somewhat disjointed field of terrorism studies. The volume locates terrorism within the wider spectrum of political violence instead of engaging in the widespread tendency towards treating terrorism as an exceptional act. Moreover, the volume makes a case for studying terrorism within its socio-historical context. This book examines the role of gender in political conflicts worldwide, specifically the intersection between gender and terrorism. Political violence has historically been viewed as a male domain with men considered the perpetrators of violence and power, and women as victims without power. Whereas men and masculinity are associated with war and aggression, women and femininity conjure up socially constructed images of passivity and peace. This distinction of men as aggressors and women as passive victims denies women their voice and agency. This book investigates how women cope with and influence violent politics, and is both a descriptive and analytical attempt to describe in what ways women are present or absent in political contexts involving political violence, and how they deal with gender assumptions, express gender identities, and frame their actions regarding political violence encountered in their lives. The book looks to reach beyond the notion of women as victims of terrorism or genocide without agency, and to recognize the gendered nature of political conflicts and how women respond to violence. This book will be of interest to advanced undergraduate and graduate students in political science, sociology, cultural studies, and gender studies, academics in terrorism studies and gender studies, government officials, NGOs, and professionals working in areas of violent conflict.

From its inception, the "War on Terror" has been a heavily gendered endeavour. A careful examination of counter-terrorism campaigns outside the current "War on Terror," reveals that such national security efforts also have a complex, but often unexplored, relationship to gender. This edited volume brings together scholars from various disciplines to consider, from a human rights perspective, the many ways in which gender interacts with counter-terrorism and national security efforts by modern states. The book provides a systematic overview of the key intersections between gender and counter-terrorism considering what it means to take a gendered human rights approach to counter-terrorism measures, the patterns that emerge from such an approach, and the human rights tools that can be utilized in this endeavour. The book includes case studies of specific countries including Pakistan, Sri Lanka and the USA, exploring the intersections of gender and counter-terrorism in the specific country context, drawing both country-specific and general conclusions. It goes on to examine the narratives and common assumptions at work in the counter-terrorism context and the gendered impacts of specific policies, analyzing through a gender lens the counter-terrorism efforts associated with the post-9/11 "War on Terror" as well as other campaigns against terrorism.

This book explores terrorism and security issues from feminist perspectives, putting gender and androcentrism at the heart of its analysis. It argues against traditional research approaches to political violence, and terrorism in particular, that are dominated by the “male-gaze” and individual stereotypes and perspectives, and that feminist approaches offer a fresh perspective on security research. Our current understanding of political violence is primarily based on the experiences of men, and as such, the challenge in terrorism and radicalization research is to demonstrate that women’s studies on security and terrorism satisfy certain universal criteria. The author shows how a post-positivist approach can be useful in gaining insights into terrorism and violent extremism, and how to address these phenomena. The book presents theoretical foundations based on various feminist assumptions, and exposes the essence of feminism, its conceptual grid, gender variabilities and the developments in feminist thinking and theory. Furthermore, it discusses the trends in feminist epistemology, and explains female radicalization to terrorist activity, the specificity of female terrorism, and the roles of women in deradicalization processes, as well as their impact on counterterrorism policy. The book concludes that gender difference as a constitutive variable of social reality is of key importance in studies on terrorism and counterterrorism.

This edited volume provides a window on the many forces that structure and shape why women and girls participate in terrorism and militancy, as well as on how states have come to view, treat, and strategize against them. Females who carry out terrorist acts have historically been seen as mounting a challenge to the social order by violating conventional notions of gender and power, and their participation in such acts has tended to be viewed as being either as a passive victim or a feminist warrior. This volume seeks to move beyond these portrayals, to examine some of the structuring conditions that play a part in a girl or woman’s decision to commit violence. Amidst the contextual factors informing her involvement, the volume seeks also to explore the political agency of the female terrorist or militant. Several of the articles are based on research where authors had direct contact with female terrorists or militants who committed acts of political violence, or with witnesses to such acts.
