The capacity to speak is not only the ability to pronounce words, but the socially-recognized capacity to make one's words count in various ways. We rely on this capacity whenever we tell another person something and expect to be believed, and what we learn from others in this way is the basis for most of what we take ourselves to know about the world. In The Exchange of Words, Richard Moran provides a philosophical exploration of human testimony as a form of intersubjective understanding in which speakers communicate by making themselves accountable for the truth of what they say. The book brings together themes from literature, philosophy of language, moral psychology, action theory, and epistemology, for a new approach to this fundamental human phenomenon. The account developed here starts from the difference between what may be revealed in one's speech (like a regional accent) and what we explicitly claim and make ourselves answerable for. Some prominent themes include: the meaning of sincerity in speech, the nature of mutuality and how it differs from 'mind-reading', the interplay between the first-person and the second-person perspectives in conversation, and the nature of the speech act of telling and related illocutions as developed by philosophers such as J. How should monetary policy respond to large fluctuations in world food prices? We study this question in an open economy model in which imported food has a larger weight in domestic consumption than abroad and international risk sharing can be imperfect. A key novelty is that the real exchange rate and the terms of trade can move in opposite directions in response to world food price shocks. This exacerbates the policy trade-off between stabilizing output prices vis a vis the real exchange rate, to an extent that depends on risk sharing and the price elasticity of exports. Under perfect risk sharing, targeting the headline CPI welfare-dominates targeting the PPI if the variance of food price shocks is not too small and the export price elasticity is realistically high. In such a case, however, targeting forecast CPI is a superior choice. With incomplete risk sharing, PPI targeting is clearly a winner.

Many arguments that have been advanced in favor of maintaining capital controls within the EC have not paid sufficient attention to the welfare consequences of this type of market intervention. Our paper provides a simple, optimizing framework in which the welfare consequences of capital controls can be assessed. Two main issues are considered. First, how do capital controls affect the adjustment of macroeconomic variables to real disturbances? Second, what is the nature of second best arguments for maintaining capital controls given that certain distortions will remain after the European single market is in place in 1992?
