The project’s goal was to support Nepal’s agriculture sector to become climate resilient by promoting urgent and immediate adaptation measures and integration of adaptation priorities outlined in the National Adaptation Programme of Action (NAPA) into agriculture sectorial policies, plans, programmes and local actions. The final evaluation found that the relevant institutional structures in Nepal are now technically capable of incorporating climate change adaptation in agriculture sector decision-making. However, project districts could not benefit from strengthened staff capacity due to scattering of institutional memory caused by staff transfers and relocation in federal, provincial and local governments. Evidence of climate change adaptation related awareness raising and knowledge management activities were apparent in project districts. However, wider dissemination of knowledge and awareness raising products for replication and up-scaling of the project remains yet to be achieved adequately. The project has contributed in economic and social empowerment of most vulnerable Farmer’s Field School group members and specifically the women. However, a robust agriculture sector support mechanism will be required to sustain the impact in future.

The Resources, Partnerships, Impact – 2020 report elucidates who FAO is, what it has done, and how it has worked in collaboration with multiple stakeholders in 2019. Also, it highlights the way FAO has been adapting to changes in the development aid landscape, specifically by leveraging different kinds of funds and seeking innovative partnerships, in order to accelerate the attainment of the SDGs. The report takes a closer look at the challenges and strategies that guided FAO’s activities at the regional and global levels in 2019, while showcasing selected interventions that delivered critical results on the ground.

"While the energy sector is a primary target of efforts to arrest and reverse the growth of greenhouse gas emissions and lower the carbon footprint of development, it is also expected to be increasingly affected by unavoidable climate consequences from the damage already induced in the biosphere. Energy services and resources, as well as seasonal demand, will be increasingly affected by changing trends, increasing variability, greater extremes and large inter-annual variations in climate parameters in some regions. All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report. This report draws largely on available scientific and peer-reviewed literature in the public domain and takes the perspective of the developing world to the extent possible."

Roughly a billion people around the world continue to live in state of chronic hunger and food insecurity. Unfortunately, efforts to improve their livelihoods must now unfold in the context of a rapidly changing climate, in which warming temperatures and changing rainfall regimes could threaten the basic productivity of the agricultural systems on which most of the world’s poor directly depend. But whether climate change represents a minor impediment or an existential threat to development is an area of substantial controversy, with different conclusions wrought from different methodologies and based on different data. This book aims to resolve some of the controversy by exploring and comparing the different methodologies and data that scientists use to understand climate’s effects on food security. In explains the nature of the climate threat, the ways in which crops and farmers might respond, and the potential role for public and private investment to help agriculture adapt to a warmer world. This broader understanding should prove useful to both scientists charged with quantifying climate threats, and policy-makers responsible for crucial decisions about how to respond. The book is especially suitable as a companion to an interdisciplinary undergraduate or graduate level class.

Confronting Climate Uncertainty in Water Resources Planning and Project Design describes an approach to facing two fundamental and unavoidable issues brought about by climate change uncertainty in water resources planning and project design. The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.

The Technical Paper addresses the issue of freshwater. Sealevel rise is dealt with only insofar as it can lead to impacts on freshwater in coastal areas and beyond. Climate, freshwater, biophysical and socio-economic systems are interconnected in complex ways. Hence, a change in any one of these can induce a change in any other. Freshwater-related issues are critical in determining key regional and sectoral vulnerabilities. Therefore, the relationship between climate change and freshwater resources is of primary concern to human society and also has implications for all living species. -- page vii.

The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. Infrastructure—electricity, telecommunications, roads, water, and sanitation—are central to people’s lives. Without it, they cannot make a living, stay healthy, and maintain a good quality of life. Access to basic infrastructure is also a key driver of economic development. This report lays out a framework for understanding infrastructure resilience - the ability of infrastructure systems to function and meet users’ needs during and after a natural hazard. It focuses on four infrastructure systems that are essential to economic activity and people’s well-being: power systems, including the generation, transmission, and distribution of electricity; water and sanitation—especially water utilities; transport systems—multiple modes such as road, rail, waterway, and airports, and multiple scales, including urban transit and rural access; and telecommunications, including telephone and Internet connections.
