It is widely acknowledged that youth unemployment is one of the most critical challenges facing countries in Sub-Saharan Africa. This volume brings together an eminent group of international scholars to analyse the extent and complex nature of this joblessness, and offer a set of evidence-based policy choices that could contribute to solving the problem in the short- and long-run. Part I reviews the existing literature on youth unemployment and underemployment in Sub-Saharan Africa from microeconomic and macroeconomic perspectives, while Part II goes on to present detailed country studies of Ethiopia, Ghana, Kenya and South Africa. These studies offer a deep understanding of the situation on the ground and consider country-specific solutions. Throughout the book it is argued that the standard ILO definition of unemployment is too narrow to correctly portray employment situations in Sub-Saharan Africa. Several alternative measures of unemployment are presented, which show that joblessness is far more pervasive than commonly assumed in the literature. This volume will be of interest to academics and policy makers involved in African development.

While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. The contributions identify the ideas, beliefs, and visions that underpinned the movement towards inclusion and social peace as well as counteracting doctrines. Drawing on perspectives from the sociology of knowledge, grounded theory, historiography, discourse analysis, and process tracing, the volume will be of interest to scholars across political science, sociology, political economy, history, area studies, and global studies, as well as development experts and policymakers.

Taking a unique comparative approach to the respective development paths of India, Brazil and South Africa (IBSA), this book shows that people and governments in all three countries are faced with similar challenges of heightened insecurity, caused by liberalization and structural adjustment. The ways in which governments, as well as individuals and worker organisations in IBSA have responded to these challenges are at the core of this book. The book explores the nature of insecurity in the Global South; the nature of the responses to this insecurity on public and small-scale collective as well as individual level; the potential of these responses to be more than neo-liberal mechanisms to govern and contain the poor and lessons to be learnt from these three countries. The first section covers livelihood strategies in urban and rural areas as individual and small-scale collective response to the condition of insecurity. Insecurity in the countries of the South is characterised by a high degree of uncertainty of the availability of income opportunities. The second section looks at state responses to insecurity and contributions on social protection measures taken by the respective IBSA governments. The third section discusses whether alternative development paths can be identified. The aim is to move beyond ‘denunciatory analysis.’ Livelihood strategies as well as public policies in some of the cases allow for the building of new spaces for agency and contestation of a neo-liberal mainstream which provide emerging and experimental examples. The book develops new thinking on Northern welfare states and their declining trade unions. It argues that these concepts, knowledge and policy innovations are now travelling in three directions, from North to South, from South to North, and between Southern countries. It presents a wealth of data and analysis on the formation of inequality and identifies groups of countries that share similar inequality patterns.
