Region encompasses of inter-dependent urban and rural areas. The rural areas supply perishable items to urban areas and from urban areas, migrants send remittances back to their homes in rural areas. In India, where 68.85 percent of the population resided in rural area in 2011, the balanced regional development is required to achieve uniform and equitable distribution of resources. Of late, most of the Government's planning related efforts and associated development are more in cities, being largest contributor to Gross Domestic Product (GDP), than rural areas. Higher investment in cities as compared to rural areas contradicts the basic premise of a balanced regional development. Though region received recognition through 73 and 74 Constitutional Amendment Act, yet regional planning is still amiss. As the population is increasing at a faster rate, one has to design the space in a sustainable manner. The development by means of infrastructure or governance shall have the futuristic approach. This book emphasizes the need for experimenting with more deliberate and rigorous policy processes to attain balanced regional development, which can promote both equity and efficiency in India’s development discourse. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases. On January 30-31, 2019 the Board on Mathematical Sciences and Analytics, in collaboration with the Board on Energy and Environmental Systems and the Computer Science and Telecommunications Board, convened a workshop in Washington, D.C. to explore the frontiers of mathematics and data science needs for sustainable urban communities. The workshop strengthened the emerging interdisciplinary network of practitioners, business leaders, government officials, nonprofit stakeholders, academics, and policy makers using data, modeling, and simulation for urban and community sustainability, and addressed common challenges that the community faces. Presentations highlighted urban sustainability research efforts and programs under way, including research into air quality, water management, waste disposal, and social equity and discussed promising urban sustainability research questions that improved use of big data, modeling, and simulation can help address. This publication summarizes the presentation and discussion of the workshop.
