This study examines the progress made by the countries of south-east Europe (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania, and the Federal Republic of Yugoslavia) towards implementing structural economic reforms in the three years since the end of the Kosovo conflict, as well as considering the challenges that lie ahead. It discusses four key areas of reform: strengthening public finances and fighting corruption; creating a liberal trade environment; encouraging foreign investment; and fostering the growth of private markets.

Before the Kosovo conflict, the countries of South East Europe were at different stages of economic development and transition towards a market economy. This paper considers the impact of the crisis in Kosovo in 1999 and the subsequent progress made by the region in terms of economic growth and government reform. It acknowledges the positive impact of the donor community upon this progress, and points out that ongoing progress depends upon effective governance and policy development in order to attract private investment into the region.

The war in Kosovo was a turning point: NATO deployed its armed forces in war for the first time, and placed the controversial doctrine of 'humanitarian intervention' squarely in the world's eye. It was an armed intervention for the purpose of implementing Security Council resolutions-but without Security Council authorization.This report tries to answer a number of burning questions, such as why the international community was unable to act earlier and prevent the escalation of the conflict, as well as focusing on the capacity of the United Nations to act as global peacekeeper.The Commission recommends a new status for Kosovo, 'conditional independence', with the goal of lasting peace and security for Kosovo-and for the Balkan region in general. But many of the conslusions may be beneficially applied to conflicts the world-over.

This book provides a comprehensive analysis of the main factors that affected the course of the countries of South-Eastern Europe during transition, contributing, as a result, to their disappointing economic performance. Thus, the role of initial conditions and issues concerning the effectiveness of macroeconomic stabilization and structural reforms are at the centre of the analysis. Furthermore, this volume focuses on developments and issues concerning international trade patterns, foreign direct investment and the impact of the Euro on the exchange rate policies of the countries in the region.

This paper focuses on overcoming the challenges of globalization. The paper highlights that globalization has the potential to make all individuals better off. However, there is no assurance that all individuals will be better off or that all changes will be positive. The studies that show that, on average, poverty declines with economic growth are encouraging. But averages hide the negative impact on individual countries and on certain groups. In addition, there are important questions about the relationships between economic policies and outcomes, especially the impact of macroeconomic and structural reform policies on poverty.

With the European Union ́s upcoming eastern enlargement, Europe is confronted with the necessity of creating security and stability beyond the EU borders in Eastern and Southeastern Europe. This task includes not only numerous risks but also opportunities to face the challenges of the 21st century. This volume provides policy-oriented recommendations and differentiated assessments for all nine states and entities of the region, as well as for the policy areas of governance, economy and security.
