This is the 7th edition of the FAO's biennial report on the state of global forest resources, recent developments and emerging issues in the forest sector. This edition focuses on progress towards sustainable forest management at the regional and global levels, with each regional report structured according to seven thematic elements: the extent of forest resources; biological diversity; forest health and vitality; productive functions of forest resources; protective functions of forest resources; socio-economic functions; and legal, policy and institutional frameworks. These summaries are based on the most current information available, including new data from the Global Forest Resources Assessment 2005 (FRA 2005). The report goes on to consider 18 key issues in the forest sector, including: climate change, forest landscape restoration, forest tenure, invasive species, wildlife management and wood energy. The overall conclusion is that whilst progress is being made, it is very uneven with those regions with developing economies and tropical ecosystems continuing to lose forest area whilst lacking adequate institutions to reverse this trend. The biggest limitation for evaluating progress is weak data, with many countries lacking the financial resources to undertake national forest assessments.

Nearly three years ago, world leaders agreed to the United Nations 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs) – the central framework for guiding development policies throughout the world. This edition of The State of the World’s Forests is aimed at enhancing our understanding of how forests and their sustainable management contribute to achieving several of the SDGs. Time is running out for the world’s forests: we need to work across sectors, bring stakeholders together, and take urgent action. The State of the World’s Forests 2018 identifies actions that can be taken to increase the contributions of forests and trees that are necessary to accelerate progress towards the SDGs. It is now critical that steps be taken to work more effectively with the private sector, and the informal forest sector must be transformed in order to bring broader economic, social and environmental benefits. Seventy years ago, when FAO completed its first assessment of the world’s forest resources, the major concern was whether there would be enough timber to supply global demand; now we recognize the greater global relevance of our forests and trees. For the first time, The State of the World’s Forests 2018 provides an assessment of the contribution of forests and trees to our landscapes and livelihoods. The purpose of this publication is to provide a much wider audience with an understanding of why forests and trees matter for people, the planet and posterity.

The publication was prepared based on information provided by 86 countries, outcomes from regional and subregional consultations and commissioned thematic studies. It includes: •an overview of definitions and concepts related to Forest Genetic Resources (FGR) and a review of their value; •a description of the main drivers of changes; •the presentation of key emerging technologies; •an analysis of the current status of FGR conservation, use and related developments; •recommendations addressing the challenges and needs. While deforestation continues at an alarming rate around the world, discussions on the range of underlying causes continue. The premise is that studying successful transitions from deforestation to sustainable forestry ex post in Finland can provide novel insights into how deforestation in the tropics might be reduced in the future. Our fundamental question here is why Finland succeeded to stop deforestation for a century ago and why not the same is feasible in the contemporary tropical countries? This book presents a novel integrated theory within which this case study on Finland and contemporary modeling of underlying causes of tropical deforestation are developed. Finland remains the world’s second largest net exporter of forest products, while maintaining the highest forest cover in Europe. A transition from deforestation to sustainable industrial forestry took place in Finland during the first part of the 20th century. The underlying causes of this transition are compared via our theory with deforestation in 74 contemporary tropical countries. Both appear similar and support our theory. The interaction of public policies and market institutions has appeared to be critical during this transition. The study’s findings suggest that private forest ownership with a continuous increase in the real value of forests and alleviation of poverty under non-corruptive conditions has been a necessary, but not a sufficient, condition for this transition. In a parallel way public policies have also proved to be a necessary, but not sufficient, condition in this transition. The conclusion is that socialistic forestry along with corruption is artificially maintaining too low values in the tropical forests. The opportunity cost of sustainable forestry remains too high and deforestation by extensification of agriculture therefore continues. The prevailing socialistic forestry with dominating public forest ownership is by purpose maintaining administratively set low stumpage prices leading to low value of forests, wide corruption and continuous forest degradation and deforestation. An effective remedy – to raise the value of forests - is found to be within forestry.

Plantation forests often have a negative image. They are typically assumed to be poor substitutes for natural forests, particularly in terms of biodiversity conservation, carbon storage, provision of clean drinking water and other non-timber goods and services. Often they are monocultures that do not appear to invite people for recreation and other direct uses. Yet as this book clearly shows, they can play a vital role in the provision of ecosystem services, when compared to agriculture and other forms of land use or when natural forests have been degraded. This is the first book to examine explicitly the non-timber goods and services provided by plantation forests, including soil, water and biodiversity conservation, as well as carbon sequestration and the provision of local livelihoods. The authors show that, if we require a higher provision of ecosystem goods and services from both temperate and tropical plantations, new approaches to their management are required. These include policies, methods for valuing the services, the practices of small landholders, landscape approaches to optimise delivery of goods and services, and technical issues about how to achieve suitable solutions at the scale of forest stands. While providing original theoretical insights, the book also gives guidance for plantation managers, policy-makers, conservation practitioners and community advocates, who seek to promote or strengthen the multiple-use of forest plantations for improved benefits for society. The 'Forests Sourcebook' provides practical operations-oriented guidance for forest sector engagement toward the goals of poverty reduction, conservation and economic development. Intended to guide World Bank lending activities and projects, the 'Forests Sourcebook' offers information useful to a broad audience of practitioners, government agencies, and non-governmental organizations. The 'Sourcebook was developed in partnership with members of the Collaborative Partnership on Forests, including the Food and Agriculture Organization. The 'Sourcebook' provides background on key issues, lessons learned, and recommendations for practitioners on a number of topics including private sector engagement, forest governance, sustainable plantation and commercial harvesting, and forest information management systems. Giving insight into the complex interplay between different realms of development work that effect or are affected by forests, the 'Forests Sourcebook' is a valuable tool for any stakeholder involved in development or business projects that could have impact on forests.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes, most of which suggest an underperformance of governance reforms, and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Authors ground their analysis in relevant theory while attempting to distill implications of their findings for policy and practice.
