Synopsis State-building in the Western Balkans by : Soeren Keil
The Western Balkans have seen rapid changes since the end of the violent conflicts in the 1990s. The EU has been one of the main drivers for change, focusing on the political, economic and social transformation of the region to prepare the countries for membership in the Union. EU enlargement has never before been this complex and inter-connected with processes of state-building and democratization. It can be argued that the EU is actively involved in state-building. By focusing on a number of case-studies, it will be demonstrated how complex the transformation towards independent statehood and modern democratic governance has been (and continues to be) for most Western Balkan states. While some chapters focus explicitly on the role of the EU in these transformative procedures, others discuss the role of outside influences on state-building, democratization and independent governance more implicit. The picture painted is one of multiple and inter-connected alterations that have long-term consequences for the political systems of the region. This book was published as a special issue of Nationalities Papers.

Synopsis Europeanization and Statebuilding as Everyday Practices by : Vjosa Musliu
This book provides a critical understanding of Europeanization and statebuilding in the Western Balkans, using the notion of everyday practices. This volume argues that it is everyday and mundane events that provide the entry points to showcase a broader set of practices of Europeanization in countries outside the EU. It does this by tracing notions of Europeanization in the everyday statebuilding of Kosovo, Europe Day celebrations in Bosnia and Herzegovina, urban politics in Tirana, and space and place making in Skopje. In doing so, the book shows that everyday events tell us that as much as it is about changing structures, institutions, and economic models, Europeanization is also about changing behaviours and ideas in populations at large. At the same time, the work shows that countries outside the EU use everyday events to perform their belonging to Europe. This book will be of much interest to students of European Studies, Balkan politics, statebuilding, and International Relations generally.

Synopsis The Making of a Nation in the Balkans by : ????? ????????
"The book contains a presentation and critical consideration of the ideas of historians on the major problems, processes, events, and personalities of the era of the Bulgarian (national) Revival. It is dominated by the effort to understand how the Bulgarian Revival has been conceived of and imagined while keeping a certain distance from the various views presented, whether critical, ironic, or simply that inherent in the presentation of another person's view."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Synopsis State-Building in Kosovo by : Andrea Lorenzo Capussela
The history of Kosovo is a complicated one which typifies the darker side of modern Balkan history. Milosevic s Serbia withdrew from Kosovo in 1999 and the province was handed over to a special UN body who governed until 2008, when the West allowed Kosovo to become independent. The aim was to erect a stable and well governed democracy, but the outcome was a fragile state, which still threatens the stability of the Balkans and Europe s internal security. How did this happen? Here, Andrea Lorenzo Capussela offers an inside look at the process of building democracy in Kosovo. As head of the economics unit of Kosovo s international supervisor, Capussela has had access to previously unknown sources and information regarding the roles of the EU and the US in the crisis. This will be an essential reading for those studying the Kosovo crisis.

Synopsis State-Building by : Aidan Hehir
This study brings together internationally renowned academics to provide a detailed insight into the theory and practice of state-building. State-building is one of the dominant themes in contemporary international relations. This text addresses both the theoretical logic behind state-building and key practical manifestations of this phenomenon. Unlike ‘how-to’ manuals that seek to identify best practice, this book interrogates the normative assumptions inherent in this practice and the manner in which state-building impacts on contemporary international relations. The logic of state-building is explored and analyzed providing insight into the historical context that catalyzed this process, the relationship between international law and the practice of international administration, and the political ramifications and implications of external governance. Case studies on Bosnia, Kosovo and East Timor provide practical examples of key contradictions within the state-building process, highlighting the lack of accountability, democracy and vision manifest in these operations. Offering a coherent critical analysis of an increasingly important international issue, State-Building will appeal to students and scholars of international relations, comparative politics and political theory.

Synopsis Making and Remaking the Balkans by : Robert C. Austin
With more than 25 years since the collapse of communism, the end of the wars and billions of dollars in aid, the Balkans are still characterized by corruption, state capture, and decidedly unmodern states that are often either weak or authoritarian. Taking the contemporary Balkans as a starting point, Making and Remaking the Balkans studies the region's history combined with observations based on more than twenty years of field experience. Primarily concerned with current issues in the Balkans since 1989, this book explains why the region has endured such a prolonged and fraught transition to democracy and eventual membership in the European Union. The young and educated have largely left. Governmental crisis and economic stagnation is the norm and much-needed regional cooperation has been suppressed by renewed nationalism. Wars on corruption have proved to be largely rhetorical. Making and Remaking the Balkans offers a systematic study of the issues the entire region faces as it struggles to complete the European integration process at a time when the European Union faces bigger problems elsewhere.

Synopsis The EU and Member State Building by : Soeren Keil
This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

Synopsis Founding a Balkan State by : Robert Clegg Austin
Founding a Balkan State examines the pivotal period in Albanian history when the country's fundamental goals and directions were most hotly contested. In 1920, liberal Albanian leaders led by the US-educated Bishop Fan S. Noli began working to introduce democracy to the country, hoping that it would lead to modernization, prosperity, and overturning the legacy of five hundred years of Ottoman rule. In 1924, these leaders mounted a successful revolution; by 1925, however, their forces were in retreat. Albania soon slid into dictatorship under Ahmed Bey Zogu first as president, then as self-proclaimed king. Founding a Balkan State provides the only comprehensive assessment in English of these events. Robert C. Austin first delves into the country's weak domestic and international position both before and after the First World War, then assesses the internal and external challenges posed to its state- and nation-building efforts. Austin shrewdly demonstrates how the missed opportunities of Albania's political transition affected the course of Balkan history for decades to come.

Synopsis The Rise and Fall of Peacebuilding in the Balkans by : Roberto Belloni
This book examines the evolution of liberal peacebuilding in the Balkans since the mid-1990s. After more than two decades of peacebuilding intervention, widespread popular disappointment by local communities is increasingly visible. Since the early 2010s, difficult conditions have spurred a wave of protest throughout the region. Citizens have variously denounced the political system, political elites, corruption and mismanagement. Rather than re-evaluating their strategy in light of mounting local discontent, international peacebuilding officials have increasingly adopted cynical calculations about stability. This book explains this evolution from the optimism of the mid-1990s to the current state through the analysis of three main phases, moving from the initial ‘rise’, to a later condition of ‘stalemate’ and then ‘fall’ of peacebuilding.
